Excerpt from African-American Veterans and Community, Post-Traumatic Stress Disorder and Related Issues: Hearing Before the Subcommittee on Oversight and Investigations of the Committee on Veterans' Affairs, House of Representatives, One Hundred Third Congress, First Session; September 15, 1993 This morning the Subcommittee on Oversight and Investigations is meeting to examine a very important and timely subject - Afri can -american veterans and the community: post-traumatic stress disorder and related issues. Last week President Clinton and Vice President Gore unveiled their proposal to reinvent our federal government. Like the Presi dent, I strongly believe our federal government can and must be more responsive to our citizens. In veterans affairs, there are clear ly many opportunities for improving services to the men and women who have served in our armed forces. Expanding the Vet Center program and improving ptsd-related services are only two of the needed improvements I strongly support. And in the very near future I intend to introduce legislation to bring about these needed improvements. Among today's Witnesses other improvements in veterans' serv ices may be recommended and these recommendations will be very helpful to us, I believe, in fashioning that legislation. The heroics of black Union soldiers in the Civil War have been justly celebrated, but their postwar lives largely neglected. Donald Shaffer's illuminating study shines a bright light on this previously obscure part of African American history, revealing for the first time black veterans' valiant but often frustrating efforts to secure true autonomy and equality as civilians. After the Glory shows how black veterans' experiences as soldiers provided them for the first time with a sense of manliness that shaped not only their own lives but also their contributions to the African American community. Shaffer makes clear, however, that their postwar pursuit of citizenship and a dignified manhood was never very easy for black veterans, their triumphs frequently neither complete nor lasting. Shaffer chronicles the postwar transition of black veterans from the Union army, as well as their subsequent life patterns, political involvement, family and marital life, experiences with social welfare, comradeship with other veterans, and memories of the war itself. He draws on such sources as Civil War pension records to fashion a collective biography-a social history of both ordinary and notable lives-resurrecting the words and memories of many black veterans to provide an intimate view of their lives and struggles. Like other African Americans from many walks of life, black veterans fought fiercely against disenfranchisement and Jim Crow and were better equipped to do so than most other African Americans. They carried a sense of pride instilled by their military service that made them better prepared to confront racism and discrimination and more respected in their own communities. As Shaffer reveals, they also had nearly equal access to military pensions, financial resources available to few other blacks, and even found acceptance among white Union veterans in the Grand Army of the Republic fraternity. After the Glory is not merely another tale of black struggles in a racist America; it is the story of how a select group of African Americans led a quest for manhood-and often found it within themselves when no one else would give it to them.

How military service led black veterans to join the civil rights struggle Fighting for Democracy shows how the experiences of African American soldiers during World War II and the Korean War influenced many of them to challenge white supremacy in the South when they returned home. Throughout the 20th Century African-American men were repeatedly exposed to racism during military service. There is overwhelming documentation that veteran service organizations either reinforced race- related stressors or subjected African-American military personnel to racist environments while they were actively engaged in combat conditions. This study provides recommendations to therapists that work with African-American veterans. Among those recommendations are therapists: 1) should become knowledgeable about racism that impact the daily lives of African-American men; 2) have to consider the needs at each stage of clinical interaction; and 3) must take into consideration transference and countertransference issues that may appear at each stage of clinical interaction. This study concludes with the awareness that both the dominant society and the African-American community shoulder responsibility for the current state of "being" in relation to African-American veterans. The African-American community in its perception that emotional problems are a weakness has served only to reinforce isolation commonly felt by veterans within their community.

Equality or Discrimination? strives to close the gap in existing literature and address the often-neglected field of research on the discrimination of African Americans in the U.S. Armed Forces during the Vietnam War. Despite the awakened interest of academics, authors, artists, and experts from a multitude of fields and the vast selection of literature on the Vietnam War and its veterans, African Americans have received little attention until now. Based on initial findings, Dr. Kimbrough analyzes key issues including whether or not African Americans experienced racial discrimination while serving. The study also focuses on whether the Vietnam War was indeed the first fully integrated conflict in which the U.S. attempted to engage in militarily without racial division. The findings contradict the traditional image of equality in the U.S. Armed Forces and provide the basis for the dissertation. Proving that soldiers in the Vietnam War were NOT treated equally, Dr. Kimbrough argues that African Americans experienced various forms of discrimination during a tumultuous time in U.S. history in which the opposite treatment of its soldiers was required.
