The Department for International Development (DFID) launched its new HIV/AIDS Strategy "Achieving Universal Access: the UK's strategy for halting and reversing the spread of HIV in the developing world" in June 2008. DFID is widely acknowledged as a global leader in tackling HIV/AIDS, particularly amongst vulnerable and marginalised groups, including women and children. Its Strategy provides an excellent analysis of the challenges faced in tackling HIV/AIDS effectively. It makes substantial financial commitments, most notably £6 billion over seven years to strengthen health systems in partner countries, and £1 billion over the same period for the Global Fund to Fight AIDS, Tuberculosis and Malaria. Direct and specific HIV/AIDS funding of this kind continues to be necessary to fill the gaps in prevention and treatment services in high-prevalence countries. But the Strategy is strong on rhetoric but weak in communicating how DFID will implement it. There are few measurable targets or indicators of how the Strategy's effectiveness will be assessed. DFID fails to explain how the high-level funding commitments will be broken down by country or sector, making it difficult to understand how implementation will occur on the ground. The Committee has concerns that social protection programmes, which are now DFID's main instrument for assisting children orphaned and made vulnerable by HIV/AIDS, will not be specifically targeted at this vulnerable. The overall aim of the Strategy is universal access to HIV prevention, treatment and care, but the target date for achieving this is only two years away in 2010.

Monitoring and analysis of public expenditure on HIV/AIDS is vital given the severity of the HIV/AIDS epidemic, the substantial inflows of donor funds, and the critical need for investment from the national fiscus. This book aims to examine how governments in 4 African (Kenya, Mozambique, Namibia and South Africa) and 5 Latin American countries (Argentina, Chile, Ecuador, Mexico and Nicaragua) are funding the fight against HIV/AIDS, and simultaneously builds capacity for HIV/AIDS budget analysis within civil society. This study is unprecedented and invaluable for its unique research into government budget allocations for HIV/AIDS in these countries. No other such recent, targeted research exists in these countries, let alone is collected for its comparative value from a regional and cross-continental perspective. The research was generated by local, independent institutions within the countries concerned. The report therefore represents a collective effort by local non-governmental organizations to monitor their own government spending on HIV/AIDS, and thus to act as a watchdog to ensure that government resource allocation decisions reflect vital public priorities. This report needs to be read by anyone who is concerned with AIDS and with government financing - and that includes parliamentarians and governments themselves. It especially needs to be read by those who are looking at AIDS and government expenditure, trying to understand where the money is coming from, where it is going, and why it is being spent that way.

Despite the huge flow of HIV/AIDS funds into poor countries, AIDS related problems remain a menace. Stringent fund conditions and requirements are perceived to impede the struggle against the pandemic. This paper investigates lessons recipient organizations need to learn from donor conditions, if the struggle against HIV/AIDS is to be fully tenable. Guided by existing literature, the study uses a mixed paradigm approach (quantitative and qualitative) with a cross sectional data from both donor and implementing agencies. The study finds an average 29.9% level of non compliance to the 9 investigated donor conditions. Given the implied effects of non compliance to donor conditions and supported with literature review, the study points to two categorical lessons: first, need to invest more on capacity building-particularly, HR training-so as to reduce overreliance on foreign manpower; and second, the need to ensure coordinated programming of funds for harmonious solicitation and funding of HIV/AIDS project activities.
