Like its two predecessors in the "Collected Papers "series, this volume is based on the proceedings of an international colloquium held at Tel Aviv University. The colloquium was organized in March 1978 by the Shiloah Center in cooperation with the University's newly established Center for Strategic Studies. As the title and subtitle imply, special emphasis was laid on the images and perceptions that people of the Middle East and the United States have had of one another, and the way in which their relationship is viewed from within the area, from Washington and from other pertinent vantage points. In many respects this book represents a considerable departure from traditional works on international relations in the Middle East. Instead of offering partial explanations based on conventional approaches, this book attempts to incorporate studies with different methodological approaches and with the Middle East. Foreign affairs specialists offer balanced and linguistically neutral commentaries, while marshalling empirical data to support their analyses. The result is a broad synthesis which helps the reader see the larger picture despite its complexity. The Middle East is considered as a subordinate system of the international political system in Part 1. The chapters in this section focus on the nations of the area and their interactions within the subsystem. The papers also examine the implications of these interactions to the nations outside the Middle East. In Part 2 the scope of inquiry is enlarged to treat interactions between the major world powers and the nations of the Middle East. Papers in Part 3 focus upon American foreign policy in the Middle East. This portion examines the roles of various special-interest groups such as the oil companies, Zionists, the United States Congress, newspapers, and religious bodies as they relate to the formation of American policy for the Middle East. In essence, The Middle East is an "international relations" study of the Middle East. Additionally, it has new material—the treatment of religious influences upon the Middle East, the attitudes of some major newspapers towards the middle East conflict, and the domestic position of Israel regarding the Arab-Israeli conflict—seldom discussed in other works.

"In few of its postwar policies has the United States been more ill at ease than in dealing with the Arab world...For two decades it has felt its way through the recurrent crises of the area, seldom entirely failing in its objectives, yet equally seldom quite reaching them. Bold initiative and sustained consistency have not been the hallmark of its approach." With these words John S. Badeau , who served as United States Ambassador to Egypt from 1961 to 1964, begins his reassessment of American policies in the Middle East. In setting forth the American approach to the area, Mr. Badeau carefully defines United States interests, primary and subsidiary. He evaluates the new forces of nationalism, non-alignment, and modernization in the Arab world, as well as national and personal rivalries, the tensions between the radical and conservative states, the residual onus of European colonialism, and the Soviet presence. In evaluating the instrumentalities and guidelines for the exercise of American foreign policy in the Middle East, Mr. Badeau also spells out the inevitable dilemmas that the United States must face.
