The emergence of the state in Europe is a topic that has engaged historians since the establishment of the discipline of history. Yet the primary focus of has nearly always been to take a top-down approach, whereby the formation and consolidation of public institutions is viewed as the outcome of activities by princes and other social elites. Yet, as the essays in this collection show, such an approach does not provide a complete picture. By investigating the importance of local and individual initiatives that contributed to state building from the late middle ages through to the nineteenth century, this volume shows how popular pressure could influence those in power to develop new institutional structures. By not privileging the role of warfare and of elite coercion for state building, it is possible to question the traditional top-down model and explore the degree to which central agencies might have been more important for state representation than for state practice. The studies included in this collection treat many parts of Europe and deal with different phases in the period between the late middle ages and the nineteenth century. Beginning with a critical review of state historiography, the introduction then sets out the concept of 'empowering interactions' which is then explored in the subsequent case studies and a number of historiographical, methodological and theoretical essays. Taken as a whole this collection provides a fascinating platform to reconsider the relationships between top-down and bottom-up processes in the history of the European state.

This book examines the dynamic evolution of Western détente policies which sought to transform Europe and overcome its Cold War division through more communication and engagement. Kieninger challenges the traditional Cold War narrative that détente prolonged the division of Europe and precipitated America’s decline in the aftermath of the Vietnam War. Rather, he argues that policymakers in the U.S. Department of State and in Western Europe envisaged the stability enabled by détente as a precondition for change, as Communist regimes saw a sense of security as a prerequisite for opening up their societies to Western influence over time. Kieninger identifies the Helsinki Accords, Lyndon Johnson’s bridge building, and Willy Brandt’s Ostpolitik as efforts aimed at constructive changes in Eastern Europe through a multiplication of contacts, communication, and cooperation on all societal levels. This study also illuminates the longevity of America’s policy of peaceful change against the background of the nuclear stalemate and the military status quo.

A History of the German Public Pension System: Continuity amid Change provides the first comprehensive institutional history of the German public pension system from its origins in the late nineteenth century to the major reform period in the early twenty-first century. Relying on a wide range sources, including many used for the first time, this study provides a balanced account of how the pension system has coped with major challenges, such as Germany’s defeat in two world wars, inflation, the Great Depression, the demographic transition, political risk, reunification, and changing gender roles. It shows that while the pension system has changed to meet all of these challenges, it has retained basic characteristics—particularly the tie between work, contributions, and benefits—that fundamentally define its character and have enabled it to survive economic and political turmoil for over a century. This book also demonstrates that the most serious challenge faced by the pension system has consistently been political intervention by leaders hoping to use it for purposes unrelated to its mission of providing the insured with secure and adequate retirement income.

Archives are considered to be collections of administrative, legal, commercial and other records or the actual place where they are located. They have become ubiquitous in the modern world, but emerged not much later than the invention of writing. Following Foucault, who first used the word archive in a metaphorical sense as "the general system of the formation and transformation of statements" in his "Archaeology of Knowledge" (1969), postmodern theorists have tried to exploit the potential of this concept and initiated the "archival turn". In recent years, however, archives have attracted the attention of anthropologists and historians of different denominations regarding them as historical objects and "grounding" them again in real institutions. The papers in this volume explore the complex topic of the archive in a historical, systematic and comparative context and view it in the broader context of manuscript cultures by addressing questions like how, by whom and for which purpose were archival records produced, and if they differ from literary manuscripts regarding materials, formats, and producers (scribes).
