In countries worldwide, the Cold War dominated politics, society and culture during the second half of the twentieth century. Global Cold War Literatures offers a unique look at the multiple ways in which writers from Asia, Africa, Europe and North and South America addressed the military conflicts, revolutions, propaganda wars and ideological debates of the era. While including essays on western European and North American literature, the volume views First World writing, not as central to the period, but as part of an international discussion of Cold War realities in which the most interesting contributions often came from marginal or subordinate cultures. To this end, there is an emphasis on the literatures of the Second and Third Worlds, including essays on Latin American poetry, Soviet travel writing, Chinese autobiography, African theatre, North Korean literature, Cuban and eastern European fiction, and Middle Eastern fiction and poetry. In December 1987 a group of published novelists, poets, and journalists met in Vienna to participate in the Wheatland Conference on Literature. The writers presented papers addressing their common experience--that of being exiled. Wobec niemieckiej agresji na Polskę oraz bezprecedensowej skali prześladowań ludności cywilnej już od pierwszych miesięcy wojny rząd polski na uchodźstwie mierzył się z pytaniem o możliwe sposoby pociągnięcia zbrodniarzy nazistowskich do odpowiedzialności karnej. Angażując polskich prawników przebywających na emigracji, rozpoczęto opracowywanie i popularyzację koncepcji skutecznego karania przestępców wojennych. Jak pokazuje Dominika Uczkiewicz, koncepcje i starania rządu polskiego wyróżniały się na tle zachowawczego stanowiska Stanów Zjednoczonych i Wielkiej Brytanii. Polski projekt rozliczenia zbrodni nazistowskich zakładał pociągnięcie sprawców naruszeń prawa międzynarodowego do odpowiedzialności osobistej, stworzenie efektywnego wymiaru sprawiedliwości oraz rozwój międzynarodowej współpracy państw alianckich na płaszczyźnie prawnej i politycznej. Autorka wykazuje, że problem ścigania i karania zbrodniarzy wojennych należał do priorytetów polityki rządu polskiego na emigracji. Zasadniczy wpływ na jej kształt miały zarówno uwarunkowania polityki międzynarodowej, jak i oczekiwania społeczeństwa polskiego domagającego się surowego rozliczenia sprawców zbrodni. Wskazuje także, że za sprawą współpracy z rządem londyńskim protagonistów nauki prawa narodów na uniwersytetach II RP, m.in. Wacława Komarnickiego czy Stefana Glasera, założenia polskiej doktryny ukarania zbrodniarzy wojennych stanowiły krytyczne rozwinięcie wybranych aspektów debaty nad rozwojem prawa karnego międzynarodowego z lat 1919–1939.
