More than any other area of regulation, antitrust economics shapes law and policy in the United States, the Americas, Europe, and Asia. Criminals and persons involved in serious and organized crime often do not limit their activities to purely illegal ones, such as drug trafficking, fraud, or property crimes. They also invest money in legal activities and businesses, for instance to exploit the revenues of their crimes or to generate a legal income. Criminals may establish or take over a construction company and then tender for government contracts. The 'business processes' of most types of organized crime also require legal facilities. Authorities thus have a particular interest in preventing criminals from either using the economic infrastructure to acquire a legal income or from misusing businesses to facilitate crimes and applying their criminal proceeds towards this purpose. An administrative approach - applied in addition to or coordinated with the traditional instruments of criminal law - is a potentially powerful tool to prevent and combat serious and organized crime. In 2011, the European Commission awarded an ISEC grant to the Dutch Ministry of Security and Justice (coordinator) to conduct a 'study on the potential for information exchanges between administrative bodies and traditional law enforcement organizations to support the use of administrative measures within EU Member States and at EU level.' This middle book surveys the writings on classical political economy for the past 30 years, or roughly since the publication of Joseph Schumpeter's 1954 monumental History of Economic Analysis. Shortly after World War II, the American Economic Association spon sored a Survey of Contemporary Economics [1949]. That work covered 13 subdisciples of economics, and in 1952 a companion piece appeared in which surveys of 10 additional subdisciples were presented. As Bernard Haley, editor of the second volume, stated, even "though in the two volumes twenty-three fields have been treated ... there remain some aspects of the subject ... that have not been reviewed" [Haley, 1952, p. v].

Die Rolle der obersten Finanzbehörde des Dritten Reiches an der wirtschaftlichen Ausbeutung der besetzten Länder während des Zweiten Weltkrieges wurde in der Forschung bislang oft unscharf beschrieben. In der Vergangenheit war man vielmehr allzu häufig den Nachkriegsaussagen des Ministers Schwerin von Krosigk und seiner früheren Mitarbeiter gefolgt, wonach das Reichsfinanzministerium kaum Einflussmöglichkeiten auf die Finanzpolitik außerhalb Deutschlands besessen habe. Tatsächlich entspricht diese exkulpierende Behauptung lediglich in formaler Hinsicht den Tatsachen, vermochte das Ministerium doch sowohl auf der Ebene der obersten Reichsressorts als auch über seine in sämtliche Besatzungsverwaltungen abgeordneten Beamten einen gewichtigen faktischen Einfluss auf die Ausbeutungsmaßnahmen in den besetzten Ländern auszuüben. Dies trifft vor allem auf die Aufbringung und Gegenfinanzierung der oft überhöhten Besatzungslasten zu, welche letztlich der deutschen Kriegskasse zugutekamen und Hitlers Kriegführung überhaupt erst ermöglichten. Neben einer Kontrolle des Haushaltsgebarens in den besetzten Ländern sorgten die Spezialisten des Ministeriums konkret dafür, dass die einheimischen Finanzbehörden die Steuersätze erheblich anhoben und neue Abgabenarten einführten, um zu einer Steigerung des Steueraufkommens zu gelangen. Im Nebeneffekt schloss dieses Vorgehen häufig eine sukzessive Angleichung an das deutsche Fiskalsystem ein und zielte damit auf die Errichtung eines europäischen "Großwirtschaftsraumes" unter deutscher Hegemonie ab. In einigen besetzten Ländern vereinnahmten die Finanzbeamten darüber hinaus entsprechend der elften Verordnung zum Reichsbürgergesetz das Vermögen und die Habseligkeiten von emigrierten oder deportierten deutschen, tschechischen oder polnischen Juden. Die Einstufung des Reichsfinanzministeriums als eine reine Fachbehörde, die an den nationalsozialistischen Verbrechen nicht oder nur am Rande beteiligt war, kann daher auch im Hinblick auf das besetzte Europa nicht länger aufrechterhalten werden.

Since unification, the Federal Republic of Germany has made vaunted efforts to make amends for the crimes of the Third Reich. Yet it remains the case that the demands for restitution by many countries that were occupied during the Second World War are unresolved, and recent demands from Greece and Poland have only reignited old debates. This book reconstructs the German occupation of Poland and Greece and gives a thorough accounting of these debates.
