Ce livre se fonde sur une analyse historique, du XIXe siècle à nos jours, des pratiques adoptées pour " gouverner la ville " ; il souligne les limites de nos conceptions républicaines du lien social et l'urgence d'inventer, à l'heure de la mondialisation, des procédures politiques à la hauteur de la démocratisation des mœurs. Cet ouvrage s'adresse aux étudiants et enseignants en sciences sociales et humaines. Il concerne également les différents acteurs et professionnels des politiques sociales et urbaines.
