Ferner hat es sich als notwendig erwiesen, die Anlage zur Jahresbilanz für die ein zelnen Bankgruppen in einem besonderen Abschnitt zu behandeln. Auch der Abschnitt über die Bewertung in der Bankbilanz konnte auf der ganzen Linie beachtlich ausgebaut werden. Eine entscheidende Erweiterung erfuhr er aber dadurch, daß - einem von seiten der Banken vielfach ge äußerten Wunsch entsprechend - nunmehr auch die Ertragsteuerbilanz der Banken mit behandelt ist. Der Schwerpunkt liegt dabei naturgemäß in der Darstellung der Besonderheiten gegenüber den Steuerbilanzen der Unternehmungen anderer Branchen. Die einschlägige Rechtsprechung der Finanzgerichte ist berücksichtigt. Die Ausführungen über die Steuerbilanz sind in die gegenüber der ersten Auflage unveränderte Systematik des Buches eingearbeitet; zur Erhöhung der Ubersichtlichkeit sind sie jeweils durch Kursivdruck kenntlich gemacht. Einsparungen gegenüber den Ausführungen der ersten Auflage konnten lediglich im Abschnitt über Idie Umstellungsrechnung UIl!d die DM-Eröff nungsbilanz der Banken und deren Berichtigungen erzielt werden. Dieses Gebiet ist nach einem Jahrzehnt recht günstiger Entwicklung der Kredit institute im allgemeinen glücklicherweise nur noch von untergeordneter Bedeutung.

This paper shows that banks use accounting discretion to overstate the value of distressed assets. Banks' balance sheets overvalue real estate-related assets compared to the market value of these assets, especially during the U.S. mortgage crisis. Share prices of banks with large exposure to mortgage-backed securities also react favorably to recent changes in accounting rules that relax fair-value accounting, and these banks provision less for bad loans. Furthermore, distressed banks use discretion in the classification of mortgage-backed securities to inflate their books. Our results indicate that banks' balance sheets offer a distorted view of the financial health of the banks.

We examine the role of bank balance sheet strength in the transmission of financial sector shocks to the real economy. Using data from the syndicated loan market, we exploit variation in banks’ reliance on wholesale funding and their structural liquidity positions in 2007Q2 to estimate the impact of exposure to market freezes during 2007–08 on the supply of bank credit. We find that banks with strong balance sheets were better able to maintain lending during the crisis. In particular, banks that were ex-ante more dependent on market funding and had lower structural liquidity reduced the supply of credit more than other banks. However, higher and better-quality capital mitigated this effect. Our results suggest that strong bank balance sheets are key for the recovery of credit following crises, and provide support for regulatory proposals under the Basel III framework.

Current guidelines and practice for classifying government bank assistance operations inadequately capture in the fiscal balance some of the most common, and important, operations. The shortcomings result from the focus on the general government, the exclusion of non-cash operations, and divergences between the timing of cash outlays and the economic impact of assistance operations.
