In the past years jihadist terrorism and radicalization have become some of the most critical threats to the Mediterranean region, including the European side. Emerging trends, lessons learned and overviews of the security status of the countries in the area, however, point out that radicalization and extremism are a complex global phenomena that may differ from country to country. Against this background, while approaching the phenomenon according to a multidisciplinary perspective, the file rouge of this volume is the intention to describe challenges and strategies of security with a view to the preventive dimension thus going beyond the simple adoption of ad hoc measures of response. Moving from radicalization and extremism in Italy, new trends and policies of contrast, prevention and de-radicalization in North Africa, with a specific focus on Morocco and Tunisia, are illustrated according to a comprehensive approach. Women can make a unique and valuable contribution to countering terrorism and violent extremism. Their participation in the wider fight against terrorism and violent extremism is essential. This is why NATO continues to encourage its allies and partners to engage more systematically on the nexus between gender and counter terrorism. This book presents edited contributions presented at the NATO Advanced Research Workshop (ARW) Enhancing Women’s Roles in International Preventing and Countering Violent Extremism Efforts, held in Madrid, Spain, from 19 – 21 March 2018, organized by Hedayah and the Fundación para el Análisis y los Estudios Sociales (FAES). The workshop was aimed at building on existing good practice and recommendations from the fields of countering violent extremism (CVE) and women, peace and security (WPS), recognizing that while many women facilitate acts of terrorism, willingly support terrorist groups and perform terrorist acts, they can also play a key role in preventing the violent extremism. The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities. Given current and emerging threats, the book focuses in particular on NATO countries & partners in the Middle East and North Africa, and will be of particular interest to all those involved with security and gender issues.

As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Before the 2011 uprisings, the Middle East and North Africa were frequently seen as a uniquely undemocratic region with little civic activism. In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. Recent analyses reveal that the vast majority of jihadists come from or have some connections with specific areas or districts within different states. They can be labelled as local/regional “hotbeds” of extremism. Molenbeek in Belgium, Gornje Maoče and Ošve in Bosnia-Herzegovina, Minneapolis in the US, Kasserine and Ben Guerdane in Tunisia, Sirte and Derna in Libya, Sinai in Egypt, Pankisi Valley and Dagestan in the Caucasus: each area has unique characteristics that lead to “exporting” fighters or creating new IS-controlled zones. Starting from the debate on the origin and nature of jihadist militancy that is dividing the most important scholars of Islam, this report outlines a broad spectrum of radicalization factors leading to the emergence of jihadists hotbeds, such as poverty, unemployment, lack of job prospects, juvenile delinquency, trafficking and smuggling, socio-political, economic and physical marginalization, the role of Salafist ideology as well as the influence of brotherhood networks. All these elements have been frequently highlighted as factors or triggers that could contribute to explaining dynamics of radicalization leading to active violent militancy under the ideals of jihadism.
