The bureaucracy’s commitment to the public good and predictable decision making processes is an important prerequisite of economic growth. There are, however, only few studies that ask how such an efficient bureaucracy was established. The main objective of this book is to close this gap by exploring the transformation of a rent-seeking bureaucracy into a modern Weberian administration in the Grand-Duchy of Baden during the first half of the 19th century. In doing so, the study asks how rules and regulations that governed employment dismissal, promotion and remuneration of bureaucrats shaped the latter’s incentives to commit to the public good and predictable decision making processes. The book provides a detailed case study of local bureaucrats, called district magistrates (Amtmänner) in the German state of Baden during the late 18th and the first half of the 19th century. District magistrates were a focal group since they managed daily administrative tasks and provided justice at the local level. Binding district magistrates’ decision making processes to clear-cut rules and making them more predictable was therefore a crucial complement to the technological and cultural changes that brought about the industrial revolution.

The U.S. census, conducted every 10 years since 1790, faces dramatic new challenges as the country begins its third century. Critics of the 1990 census cited problems of increasingly high costs, continued racial differences in counting the population, and declining public confidence. This volume provides a major review of the traditional U.S. census. Starting from the most basic questions of how data are used and whether they are needed, the volume examines the data that future censuses should provide. It evaluates several radical proposals that have been made for changing the census, as well as other proposals for redesigning the year 2000 census. The book also considers in detail the much-criticized long form, the role of race and ethnic data, and the need for and ways to obtain small-area data between censuses.

The population and housing census is part of an integrated national statistical system, which may include other censuses (for example, agriculture), surveys, registers and administrative files. It provides, at regular intervals, the benchmark for population count at national and local levels. For small geographical areas or sub-populations, it may represent the only source of information for certain social, demographic and economic characteristics. For many countries the census also provides a solid framework to develop sampling frames. This publication represents one of the pillars for data collection on the number and characteristics of the population of a country.

The Politics of Numbers is the first major study of the social and political forces behind the nation's statistics. In more than a dozen essays, its editors and authors look at the controversies and choices embodied in key decisions about how we count—in measuring the state of the economy, for example, or enumerating ethnic groups. They also examine the implications of an expanding system of official data collection, of new computer technology, and of the shift of information resources into the private sector. This book is the first social history of the census from its origins to the present and has become the standard history of the population census in the United States. The second edition has been updated to trace census developments since 1980, including the undercount controversies, the arrival of the American Community Survey, and innovations of the digital age. Margo J. Anderson’s scholarly text effectively bridges the fields of history and public policy, demonstrating how the census both reflects the country’s extraordinary demographic character and constitutes an influential tool for policy making. Her book is essential reading for all those who use census data, historical or current, in their studies or work.
