Las guerras civiles y la violencia pol?tica han sido el c?ncer que ha impedido el desarrollo integral y la proyecci?n geopol?tica de Colombia, a lo largo de dos siglos de existencia como rep?blica independiente u soberana. Historiadores y cientistas pol?ticos atribuyen el origen del problema, a que la r?pida guerra de independencia que en nueve a?os despoj? a la corona espa?ola de su dominio sobre las colonias en casi todo el continente, entreg? a ne?fitos criollos la responsabilidad de crear, sostener y proyectar las nuevas rep?blicas, incluida la de Colombia, en un escenario donde perviv?an como aun perviven 200 a?os despu?s, rasgos conductuales de la colonia, atados a unas ?lites que gracias a la expoliaci?n, el comercio y los compadrazgos con funcionarios de la corona espa?ola, adquirieron estatus de preponderancia social, pol?tica y econ?mica, en asocio con las jerarqu?as de la curia cat?lica y los due?os del capital y la riqueza. Tras la creaci?n de la Rep?blica de la Gran Colombia el libertador Sim?n Bol?var dej? a cargo de todo el gobierno desde la vicepresidencia al general Francisco de Paula Santander, quien abrigaba ideas federalistas contrarias al ideal unionista y panamericano del padre de la patria, al grave extremo, que las irreconciliables diferencias entres ellos dos, terminaron con la disoluci?n de la Gran Colombia y el desarrollo sistem?tico de guerras civiles, y p?rdidas geopol?ticas invaluables para el pa?s. Muerto el Libertador y muerta la Gran Colombia, el santanderismo impuso la organizaci?n federal de ocho Estados denominados la Confederaci?n Granadina. Pronto el caudillismo, las ambiciones regionales y la miop?a de los dirigentes regionales, sumieron al pa?s en sucesivas guerras civiles, en las que el general Tom?s Cipriano de Mosquera pas? a ser el eje de gravedad de lo bueno, lo malo y lo feo que le pasaba a la Confederaci?n. Una de esas absurdas confrontaciones civiles se desat? en 1859, como parte de la revoluci?n armada que encabez? Tom?s Cipriano de Mosquera, tal como lo describe en esta memoria hist?rica, el l?der liberal Juan Jos? Nieto, de cuyo testimonio se concluye la p?rdida de seres humanos, de potencial de desarrollo y de avances en todos los campos del quehacer colombiano, que se padecieron durante tres largos a?os de combates fratricidas, al cabo de los cuales el general Mosquera entr? triunfante a Bogot?, se posesion? de la presidencia de la confederaci?n e inst? a hacer una nueva constituci?n, para una nueva confederaci?n ahora llamada Estados Unidos de Colombia, a partir de lo que los mosqueristas llamaban la regeneraci?n de los principios liberales. Cuando se aprob? esta constituci?n de corte liberal radical, que entregaba a los ciudadanos muchos derechos y muy pocos deberes, al tiempo que separaba la iglesia cat?lica del Estado, el c?lebre escritor franc?s V?ctor Hugo asegur? que se trataba de una constituci?n para ?ngeles, no para habitantes del planeta tierra. Las consecuencias de esta "transformaci?n pol?tica" determinaron la marcada incidencia en la vida pol?tica del pa?s y en la constituci?n de 1886, del sinuoso dirigente pol?tico cartagenero Rafael N??ez quien en aras de manipular a los dirigentes de las dos apasionadas colectividades, milit? en ambas facciones, fue moderado y encabez? otra regeneraci?n pol?tica del Estado, esta vez de corte conservador y cercana con la curia cat?lica, causa y raz?n de nuevas guerras civiles, de la absurda perdida de Panam? y cien a?os mas tarde de la mete?rica carrera pol?tica de Jorge Eli?cer Gait?n, de su muerte y de la aparici?n de las guerrillas comunistas. On October 14-19, 1990, the 6th International Conference on the Conservation of Earthen Architecture was held in Las Cruces, New Mexico. Sponsored by the GCI, the Museum of New Mexico State Monuments, ICCROM, CRATerre-EAG, and the National Park Service, under the aegis of US/ICOMOS, the event was organized to promote the exchange of ideas, techniques, and research findings on the conservation of earthen architecture. Presentations at the conference covered a diversity of subjects, including the historic traditions of earthen architecture, conservation and restoration, site preservation, studies in consolidation and seismic mitigation, and examinations of moisture problems, clay chemistry, and microstructures. In discussions that focused on the future, the application of modern technologies and materials to site conservation was urged, as was using scientific knowledge of existing structures in the creation of new, low-cost, earthen architecture housing.

Organized by the REHSEIS group (Research on Epistemology and History of Exact Sciences and Scientific Institutions) of CNRS (National Center for Scientific Research), the colloquium was held from 3 to 6 April 1990 in the UNESCO building in Paris. This colloquium was an idea of Professor Roshdi Rashed who initiated this field of studies in France some years ago, and proposed "Sciences and Empires" as one of the main research programmes for the The project to organize such a colloquium was a bit REHSEIS group. of a gamble. Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.
