Discussing the role of intellectuals in the political transition of the late 1980s and early 1990s and their participation in the political life of the new democracies of Central Europe, this book presents original essays from authors who discuss the eight countries in the region. In the Introduction, the editor gives a historical overview of the tradition of the political involvement of intellectuals in these countries, especially in the nineteenth century. The chapters which follow describe the typical political and social attitude of Central European intellectuals, including writers, poets, artists, and scientists. A unique feature of the book is that it deals not only with the role of intellectuals in the preparation of the peaceful revolutions in the individual countries, but also critically analyzes their role in the transition and their behavior in the emerging democracies. The most striking phenomenon, common to all the countries studied, is the disillusionment of intellectuals and their disappointment in the years following the transition, a period when the role of prophet should be replaced by that of politician for those who have chosen to stay in politics. This phenomenon has, in general, been much less subjected to systematic study than the role of intellectuals in the changes themselves.

This monograph is a major survey of East Central European (ECE) political elites and concentrates on Czech Republic, Slovakia, Hungary and Poland. It is grounded within classic elite theory slightly adapted to ECE necessities. More practically, the book examines political elite composition and identifies political elite fragmentation in ECE. The author questions that East Central European political elites have incorporated democratic values and conduct. The main argument is that there is a significant gap between the formal democratic ECE institutions and political elite behaviour. This gap has different dimensions which are relevant at the domestic level and also cause problems at the EU level. Ultimately, the political elite-institution gap questions democratic political achievements after 1989. Democratic development in Central and Eastern Europe is not a finished project, nor is its progress immune to internal and external threats. The current social, economic, ethnic and political situation within the region presents new dangers. This text identifies and analyses challenges to current East-Central European democracies in terms of potential deconsolidation of democracy reflected in the changes in the institutional and procedural framework (polity), and in the choice of instruments and strategies in the policy area. Specifically examining the regimes of the Czech Republic, Hungary, Poland, Slovakia and Slovenia, these challenges include political extremism and violence, corruption, ethnic and religious conflicts. Presenting original Central European data and utilising the concept of consolidation of democracy from von Beyme and Merkel’s concept, the book demonstrates that these challenges are as much influenced by imported phenomena, such as immigration, organized crime, and other potential systemic undemocratic volatilities, as the domestic situation.
