Civil-military relations have been a consistent theme of the history of the Weimar Republic. This study focuses on the career of General Walther Reinhardt, the last Prussian Minister of War and the First Head of the Army Command in the Weimar Republic. Though less well known than his great rival, Hans von Seeckt, Reinhardt's role in forming the young Reichswehr and his writings on warfare made him one of the most important and influential military figures in interwar Germany. Contrary to the conventional view that civil-military relations were fraught from the outset, the author argues, Reinhardt's contribution to the military politics of the Weimar Republic shows that opportunities for reform and co-operation with civilian leaders existed. However, although he is primarily seen as a liberal General, this study demonstrates that he was motivated by professional military considerations and by the specter of a future war. His ideas on modern warfare were amongst the most radical of the time.

This study of civil-military relations addresses the parallel development of the professional soldier and the Prussian-German Army from 1806 until 1945, as well as the rise of nationalism in central European politics and society, which culminated in the union of the professional soldier and National Socialism after 1933. These two political phenomena of modern Europe, the Prussian-German Army and "voelkisch" nationalism, became a deadly combination in the Germany of 1914-1933. The abdication of the monarchy in 1918 forced the professional soldier to look for a substitute sovereign who would insure the survival of the privileged role of the soldier in republican state and society. This thesis provides case studies of civil-military episodes in German history from 1806-1944, in which civilian control and liberal oversight of the aristocratic military structure might have been possible, but liberal and socialist forces squandered the opportunities at hand. In particular, the study analyzes the ideological effort to influence the Reichswehr during the Weimar Republic. The missed civil-military opportunities for democratic forces in the 1920s resulted in the culmination of political, military, and socio-economic conditions ideal for the National Socialists in their quest for power. This failure of important political-military reform set the stage for interwar cooperation between military and the Nazis. The National Socialists wanted to make the army an instrument of power via a "bottom up" revolution to subjugate the military command structure. This study speaks to this historical series of case studies within the general analysis of democratic civil-military relations. The failure of liberal and later democratic forces to integrate the military into constitutional mechanisms stands as one of the more grievous catastrophes of the story of the soldier and the state.

This monograph assesses the adequacy of current United States joint campaign planning doctrine within the context of conventional operations between similar forces within a theater of war. The study focuses on five key doctrinal planning concepts— center of gravity, decisive points, operational reach, balance, and branches and sequels. Joint planning doctrine directly influences the national security of the United States. The foundation of effective and rigorous military planning is the body of professional doctrine that shapes and animates the planning process. The use of poor or insufficient planning doctrine may result in flawed campaign plans which unnecessarily risk the resources and prestige of the United States as well as the lives of America’s servicemen and women. Successful campaigns, developed from intellectually sound and militarily thorough planning doctrine, are the building blocks of national victory in war. A case study of Japanese campaign planning efforts at the beginning of 1942 and the retroactive application of selected joint doctrine planning concepts to these efforts is the method and medium of inquiry. Japanese operational planning in 1942 contained a number of complex and difficult challenges. These challenges present a rigorous test for current doctrine. Historically, this process resulted in the disastrous attempt to invade Midway Island. Joint doctrine is assessed as adequate if its application to 1942 Japanese planning would have resulted in the development of a campaign plan potentially more successful than the historical Midway operation. This paper concludes that the rigorous application of current joint doctrine by the Japanese to the planning for the 1942 campaign would have resulted in the production of a more thorough, resilient, and potentially more successful plan. Joint campaign planning doctrine, a way to think about warfare, would have overcome the challenges involved in planning this campaign.
