Ce livre traite de l'histoire de la civilisation russe et de la place de la Russie en Europe. Les premières relations de la Russie avec l’Europe occidentale remontent au règne de Iaroslaf le Grand surnommé par quelques historiens le Charlemagne russe. Ce prince, après avoir réuni sous son sceptre la Russie partagée entre les nombreux héritiers de saint Vladimir, battu les peuplades lithuaniennes et finnoises, repris la Russie aux Polonais, doté l’empire de son premier code, la Rousskaïa Pravda, et de sa première capitale, Kief,... reçut à sa cour les princes proscrits de la Scandinavie et de l’Angleterre. Mais, du XIIe au XIIIe siècle, la Russie perdit la place qu’elle s’était faite en Europe, sous la dynastie des Varègues. Elle succomba sous une triple invasion. Les Porte-Glaives de la Livonie, bientôt unis aux chevaliers de l’Ordre teutonique, asservirent les provinces baltiques ; les Tatars mongols couvrirent le sol russe de leurs hordes belliqueuses, remportèrent quatre grandes victoires, brûlèrent Moscou, saccagèrent Kief, exigèrent des vaincus non-seulement un tribut annuel, mais un contingent militaire périodique et réduisirent leurs chefs naturels au plus dur vasselage ; les Lithuaniens tombèrent alors sur la Russie occidentale, donnèrent Vilna pour capitale aux provinces conquises et les entraînèrent bientôt dans leur propre réunion à la Pologne. Une nuit profonde enveloppa alors la Russie. En retraçant les traits essentiels de l’histoire de la civilisation russe, il faut remarquer tout d’abord que le peuple est fait d’une infinité de tribus qui se réunissent en États. Déjà avant l’ère chrétienne des colonies grecques et romaines s’étaient implantées sur les bords septentrionaux de la mer Noire et les Scythes ne cessèrent jamais d’entretenir des relations commerciales avec les nations civilisées. Les antiquités trouvées en Crimée en fournissent la preuve. A la chute de l’empire romain d’Occident, la civilisation se déplace... La Russie a fait son entrée sur la scène de l’histoire européenne pour accomplir sa mission de gardienne des frontières de l’Asie...

Le collège des affaires étrangères avait, en 1779, par ordre de Catherine II, chargé l'historiographe Muller, qui dirigeait les archives de Moscou, de « former le recueil de tous les traités, conventions et autres actes publics, anciens ou modernes, à l'instar du Corps diplomatique de Dumont, pour servir à l'histoire de la Russie. » Un ukase de 1783 affecta même dans les archives une typographie spéciale à cette publication. Mais la mort de Muller interrompit l'exécution du projet, qui ne fut repris que sous le dernier règne. Tout le plan de la publication nouvelle fut approuvé, en 1874, par Alexandre II.
