The European Commission's Annual Work Programme is a significant element of its annual planning cycle. To assist in the scrutiny of European Union activity, this report concludes that the Committee should examine the Programme on the basis of a draft presented in September each year. Other practical recommendations are made which are designed to assist the scrutiny process, including the need for better regulatory impact assessments. The Committee's report aims to contribute to the work of the Convention on the Future of Europe, however it does not examine this year's Programme in any policy detail.

Each year, the Committee takes evidence from European Commission officials on the annual work programme, in order to enable consideration of possible legislative proposals at a much earlier stage. This year the publication of the 2005 Work Programme was delayed due to problems in the confirmation of nominations for the new Commission, which was not completed until December 2004. Conclusions reached by the Committee include that this years Work Programme is a significant improvement on previous ones, with more information about the Commissions planning and consultation processes, as well as much more detailed information about policy proposals. However, further changes could be made to improve the Work Programmes usefulness to national Parliaments, including clearer definitions of the connection between strategic objectives and individual proposals.
