A recent wave of decentralization in Latin America has increased the prominence of politicians at the subnational level. Politics Beyond the Capital is the first book to place this trend in comparative historical perspective, examining past episodes of decentralization alongside contemporary ones to determine whether consistent causal factors are at play. At the center of the book is the rigorous testing of two key hypotheses that attribute decentralization to liberalizing changes in political regime type and economic development strategy. The book focuses on the four Latin American countries where politicians have most extensively engaged in the redesign of subnational institutions: Argentina, Brazil, Chile, and Uruguay. By reframing the "politics of decentralization" as the "politics of designing subnational institutions," the book moves beyond the policy orientation of much of the current literature, and broadens the debate by analyzing not just decentralization but re-centralization as well.

Brazil is a rapidly emerging country. Brazilian theology, namely the Theology of Liberation, has become well known in the 1970s and 1980s. The politically active Base Ecclesial Communities and the progressive posture of the Roman Catholic Church contrasted with a steadily growing number of evangelicals, mostly aligned with the military regime but attractive precisely to the poor. After democratic transition in the mid-1980s, the context changed considerably. Democracy, growing religious pluralism and mobility, a vibrant civil society, the political ascension of the Worker's Party and growing wealth, albeit within a continuously wide social gap, are some of the elements that show the need of a new approach to theology. It must be a theology that is both critical and constructive, resisting and cooperative, a theology that is able to give orientation to the churches, valuing and encouraging their contribution in society while avoiding attempts of imposition. The Churches and Democracy in Brazil, the fruit of years of interdisciplinary study of the Brazilian context and its main churches and theology, makes its case for an ecumenically articulated public theology. It seeks inspiration mainly in Luther and Lutheran theology, emphasizing human dignity, freedom, trust, the disposition to serve, and the ability to endure the ambiguities of reality, as well as a fresh interpretation of the doctrine of the two regiments. These are the fundamental elements of what makes human beings full members of the body politic: citizenship, their right to have rights and to be able to effectively live them, together with their corresponding duties, in a move of growing political participation conscious of their religious motivation in view of the commonweal.

Este livro destaca o processo de implementação da política pública do transporte escolar rural em três municípios do Estado de Mato Grosso: Cáceres; Vila Bela da Santíssima Trindade e Sapezal. Tem como objetivo fazer um diagnóstico dos arranjos das políticas de transporte escolar; averiguar a participação social no processo de execução dessas políticas públicas; e analisar a eficiência do transporte escolar rural nesses municípios. Os resultados qualitativos indicam que o processo de implementação da política do transporte escolar nos municípios mato-grossenses segue a teoria top-down. As políticas são pensadas e parametrizadas no âmbito governamental sem participação social, seja através dos conselhos, audiências públicas, fóruns ou conferências. Quanto à efetividade do transporte escolar, é majoritária a percepção de que a política do transporte escolar é imprescindível para o êxito da educação no campo. Em relação ao arranjo na implementação da política do transporte escolar rural, cada município adota uma maneira de organizar sua implementação. O sentido das rotas é sempre aquele em que o maior número de alunos transeuntes permanece menos tempo a bordo do transporte escolar.
