International institutions and agencies from the Global North are no longer the sole initiators of development norms and best practices. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South-South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernization and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research -- including more than 280 interviews -- conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations -- one based on public policy analysis and international political sociology -- she moves beyond a debate about conventional notions of international power. How communities can collaborate across systems and sectors to address environmental health disparities; with case studies from Rochester, New York; Duluth, Minnesota; and Southern California. Low-income and marginalized urban communities often suffer disproportionate exposure to environmental hazards, leaving residents vulnerable to associated health problems. Community groups, academics, environmental justice advocates, government agencies, and others have worked to address these issues, building coalitions at the local level to change the policies and systems that create environmental health inequities. In Bridging Silos, Katrina Smith Korfmacher examines ways that communities can collaborate across systems and sectors to address environmental health disparities, with in-depth studies of three efforts to address long-standing environmental health issues: childhood lead poisoning in Rochester, New York; unhealthy built environments in Duluth, Minnesota; and pollution related to commercial ports and international trade in Southern California. All three efforts were locally initiated, driven by local stakeholders, and each addressed issues long known to the community by reframing an old problem in a new way. These local efforts leveraged resources to impact community change by focusing on inequities in environmental health, bringing diverse kinds of knowledge to bear, and forging new connections among existing community, academic, and government groups. Korfmacher explains how the once integrated environmental and public health management systems had become separated into self-contained “silos,” and compares current efforts to bridge these separations to the development of ecosystem management in the 1990s. Community groups, government agencies, academic institutions, and private institutions each have a role to play, but collaborating effectively requires stakeholders to appreciate their partners' diverse incentives, capacities, and constraints.

Portugal's European Union honeymoon has officially ended. It was the victim of a Europe-wide political and financial crisis and an unstable EU identity increasingly splintered along regional and economic fractures. What does this mean for the former good student of European democracy? The answer may lie in renewed Portuguese efforts to deepen and strengthen ties with Lusophone countries across the globe, which since 1996 have been organized into a supranational organization called the Community of Portuguese-Speaking Countries (CPLP). While Portugal's marginality in relation to Europe might be emphasized in the corridors of Brussels, within the realm of the CPLP the former world power can once again see itself as existing at the center geographically as well as from a historic-cultural perspective of an extensive international milieu. The Lusophone World: The Evolution of Portuguese National Narratives explores the dialectic between Portugal's sense of identity and belonging in the EU and the CPLP. It provides an analysis of the manner in which Portugal's institutional allegiances to both of these organizations have impacted the political, economic, and social fabric of the nation. The fact that Portugal is turning to its former colonies as alternate partners in trade, commerce, emigration, and development initiatives may not be evidence of straightforward estrangement from the European continent. More likely, Portugal appears to be riding a fresh wave of what it means to be modern in the European milieu. This new concept of modernity, related to rhetoric of hybridity and a self-professed position as interlocutor, could be evidence of a deeper understanding of the new tools needed to survive and prosper in a rapidly-changing European Union.
