In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region’s commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement’s drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi’s “double movement” theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform “involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom.”

Nicaragua: Emerging from the Shadow of the Eagle details the country's unique history, culture, economics, politics, and foreign relations. Its historical coverage considers Nicaragua from pre-Columbian and colonial times as well as during the nationalist liberal era, the U.S. Marine occupation, the Somoza dictatorship, the Sandinista revolution and government, the conservative restoration after 1990, and consolidation of the FSLN's power since the return of Daniel Ortega to the presidency in 2006. The thoroughly revised and updated sixth edition features new material covering political, economic, and social developments since 2011. This includes expanded discussions on economic diversification, women and gender, and social programs. Students of Latin American politics and history will learn the how the interventions by the United States—the “eagle” to the north—have shaped Nicaraguan political, economic, and cultural life, but also the extent to which Nicaragua is increasingly emerging from the eagle's shadow.

A collection of essays that analyzes the historical antecedents of the current political crises in Central America. The essays provide a balanced interpretation of such themes as international power politics in Central America since the 19th century and the effects of cultural diversity and local interests in preventing the development of enduring political unity and economic integration. Latin Americanists and those interested in international politics at the upper-division undergraduate level and above will value this informative analysis of the volatile region. Choice This volume contributes to a deeper understanding of the crisis in Central America through an examination of several aspects of the region's historical development. Written by historians, anthropologists, political scientists, and a literary scholar, the essays highlight several themes central to understanding the problems faced in the region today. One is the continual role of major outside forces on development. Nearly all of the essays reflect this presence and suggest a number of distinct effects. A second common theme is the importance of native culture to the region, even though there is considerable diversity among the cultural patterns of the Central American states. Several of the essays reflect the strong class conflicts that developed between entrenched elites dating from the colonial period and the emerging middle and working classes that have begun to find organization and articulation in the twentieth century. Although most of the essays focus on individual states, collectively they reflect one of the strongest themes of Central American history and one of the most important sources of the present conflicts: the failure of the region to reunify into a strong unit following the disruption of the Central American Federation in 1840. These twelve articles suggest the complexity of Central America's historical development and that the present crises are much more than sinmple confrontations between capitalist and communist regimes. Together, they deepen our understanding of those complexities and the powerful strains modernization has placed on traditional Central American life. Because of the diverse backgrounds of the contributors and the importance of Central America to U.S. foreign policy, scholars, students, and the general public alike will find this volume valuable reading.
