It provides necessary background for the study of all the campaigns in the European Theater of Operations. The narrative of operations ends on 1 July 1944, with the Allies firmly established in Normandy. The concluding chapters show the successful fruition of plans and preparations reaching back as far as January 1942; but the seizure of the Norman beaches and the establishment of a lodgment area are only a beginning, a point of departure for the drive to the Elbe and the Baltic. Although Cross Channel Attack includes discussion of certain problems of high command and logistics, a more complete treatment is accorded these subjects in two volumes now under preparation in this series: The Supreme Command and Logistical Support of the Armies. Whether the reader approaches the book with the justified pride that he was a member or supporter of the winning team, or whether he reads to learn, is a matter for him to decide. The victor tends to prepare to win the next war with the same means and methods with which he won the last. He forgets the difficulty of reaching decisions, the planning problems, his faltering, his unpreparedness. The vanquished is wont to search far afield for new and improved methods, means, and equipment. The accomplishments of those who fought in this period were indeed great, as were the sacrifices. But from the national viewpoint it would seem desirable to read this volume with the self-critical eye of the vanquished as well as with the pride of the victor, an approach which the thoughtful reader will not find difficult.

On Floods and Photo Ops: How Herbert Hoover and George W. Bush Exploited Catastrophes focuses on the visual record of two such tests: the relief efforts led by Commerce Secretary Hoover during the 1927 Mississippi River flood and the Bush team's response to Hurricane Katrina. By concentrating on these two historic events, Paul Martin Lester discusses political photography, particularly the use of photo ops during catastrophes. He illuminates the evolution of a genre and explores the differences and similarities between these two American politicians. This report looks at operations in Afghanistan since 2006 and makes further recommendations for the anticipated draw-down of forces. UK Forces were deployed in Helmand Province in Afghanistan for three years from 2006 without the necessary personnel, equipment or intelligence to succeed in their mission. Mistakes were made as a result of a failure in military and political coordination. The decision to move UK Armed Forces into the South of Afghanistan in early 2006 was not fully thought through. The Committee is concerned that the MoD did not anticipate that the presence of the Armed Forces in Helmand might stir up a hornets' nest, especially as much of the intelligence was contradictory. Senior military advisers should have drawn attention to the need for force levels to be sufficiently robust to cope with an unpredictable conflict. The Committee is disturbed that the Secretary of State was told that commanders on the ground were content with the support they were being given in Helmand when clearly they were not. After only a matter of months in Helmand, the nature of the UK Mission changed, with serious strategic implications. The MoD did not respond quickly enough to changes in Taliban tactics. The MoD should prioritise the protection of personnel. The Government's room for manoeuvre regarding the number of troops that could be withdrawn from Afghanistan as part of an immediate transition is necessarily limited. More emphasis needs to be placed on capacity building within the political system if long-term success is to be achieved.
