Politicians and diplomats have for many years proclaimed a human right to water as a solution to the global water crisis, most recently in the 2010 UN General Assembly Resolution “The human right to water and sanitation”. To what extent, however, can a right to water legally and philosophically exist and what difference to international law and politics can it make? This question lies at the heart of this book. The book’s answer is to argue that a right to water exists under international law but in a more differentiated and multi-level manner than previously recognised. Rather than existing as a singular and comprehensive right, the right to water should be understood as a composite right of different layers, both deriving from separate rights to health, life and an adequate standard of living, and supported by an array of regional and national rights. The author also examines the right at a conceptual level. After disproving some of the theoretical objections to the category of socio-economic rights generally and the concept of a right to water more specifically, the manuscript develops an innovative approach towards the interplay of different rights to water among different legal orders. The book argues for an approach to human rights – including the right to water – as international minimum standards, using the right to water as a model case to demonstrate how multilevel human rights protection can function effectively. The book also addresses a crucial last question: how does one make an international right to water meaningful in practice? The manuscript identifies three crucial criteria in order to strengthen such a composite derived right in practice: independent monitoring; enforcement towards the private sector; and international realization. The author examines to what extent these criteria are currently adhered to, and suggests practical ways of how they could be better met in the future.​

Identity documents provide rights to citizenship and social inclusion. They can also generate violence and conflicts. This book explores Côte d'Ivoire's 'ID war' as a paradigmatic case of a citizenship crisis, centered on the access to national identity cards and certificates. Using ethnographic and historical data, it shows how the documentary struggle for citizenship has continued in the post-crisis reconstruction, affecting the new policies of identification and registration based upon biometrics and new technologies. It describes how the latter have been overturned and reframed by the Ivorian society. Focusing on the production and negotiation of legal identities, the book delves into the social life of IDs and biometrics and describes the clandestine world of the 'margouillats', the corrupt brokers of the civil registry, the forms of documentary falsification aimed at taming legal and bureaucratic principles with the requirements of ordinary social life, the hidden practices of state apparatuses of identification and the local machinery of biometric registration, and the self-made censuses and systems of identification used by minorities seeking recognition in the public space. Through these ethnographic descriptions with a specific approach 'from below', the book shows that actual reforms supposed to depoliticize - and in the case of biometric technologies, to de-socialize - identification do not erase its constitutively political dimension. From a comparative perspective, the case of Côte d'Ivoire reveals the unprecedented revenge of the documentary state on the biometric state and encourages us to rethink their dyadic opposition in a more complex triangulation of identification, debt and recognition. Post-Marxists argue that nationalism is the black hole into which Marxism has collapsed at today's "end of history." Robert Stuart analyzes the origins of this implosion, revealing a shattering collision between Marxist socialism and national identity in France at the close of the nineteenth century. During the time of the Boulanger crisis and the Dreyfus affair, nationalist mobs roamed the streets chanting "France for the French!" while socialist militants marshaled proletarians for world revolution. This is the first study to focus on those militants as they struggled to reconcile Marxism's two national agendas: the cosmopolitan conviction that "workingmen have no country," on the one hand, and the patriotic assumption that the working class alone represents national authenticity, on the other. Anti-Semitism posed a particular problem for such socialists, not least because so many workers had succumbed to racist temptation. In analyzing the resultant encounter between France's anti-Semites and the Marxist Left, Stuart addresses the vexed issue of Marxism's involvement with political anti-Semitism.
