Launched in 2004, the Latin American regional institution of ALBA (Alianza Bolivariana para los Pueblos de Nuestra América: Bolivarian Alliance for the Peoples of Our America) sought to overcome the historical legacies of neocolonial domination by consecrating the values of cooperation, inclusive development, and popular power. As part of a region-wide effort among states and social movements to break out of the the destructive effects of capitalist agriculture, the elevation of food sovereignty—based on the protection of rural livelihoods, land redistribution, and sustainable agricultural production (agroecology)—became a cornerstone of ALBA’s development policy. And yet, these regional aspirations barely saw the light of day, while Venezuela (the beating heart of ALBA) experienced the worst food crisis in its history. How did this come to pass? Based on extensive fieldwork in Venezuela, where the majority of ALBA’s food policies reside, Cultivating Socialism provides the first in-depth study of the ways in which peasants, workers, and states working through ALBA attempted to redress the inequities of commercial agriculture and the limits and contradictions encountered on the road to a regional food sovereignty regime. With his analysis of the politics of food sovereignty within ALBA, Rowan Lubbock offers important lessons about how we might think about emancipatory politics today and in the future.

Discussing the civilizatory crisis and processes of refeudalization this volume brings into dialogue two of the most creative approaches, in Olaf Kaltmeier and Edgardo Lander, to rethink capitalism in the 21st century. In Part 1, Olaf Kaltmeier, takes issue with the state of social inequality in the region, highlighting the concentration of wealth within the upper 1% of society in Latin America. Comparing the current economic situation with the ancient regime, the discussion centers around the new phenomena like billionaires as president, increased luxury consumption, an emerging culture of distinction, and the intensification of land and spatial segregation. In Part 2, Lander urgently assesses the current state and political legacy of the "Pink Tide" governments in his essay "Crisis of Civilization." Reviewing the past two decades of the new millennium, Lander critiques the failure of these governments to provide alternatives to extractivism and economic dependencies. Finally, Hans-Jürgen Burchardt connects the arguments through interviews where both authors sum their efforts to open the issues to future dialogue. Refeudalization in Latin America provides an accessible and thought-provoking political diagnosis from the Global South which departs from the oft idiosyncratic and cyclical debates of the Global North to offer new vocabulary for social change. It will interest scholars and students of global studies, sociology, and political science.

This volume explores the case for and the prospects of the development of world-regional social policies as integral elements of a pluralistic, equitable and effective system of global governance. Focusing on transnational regionalism, this book examines the trajectory and crossing over of the three strands of scholarly analysis within the past decade which have given rise to this volume: the perceived negative impact of neo-liberal globalisation upon national social policy; the need for but the difficulty of securing reforms in the institutions of global social governance; and the increasing salience of the world-regional level of governance in handling cross-border issues. The authors develop an intellectual and research agenda that will also inform the political development of an international programme concerned with the social policy dimensions of regional governance. This book provides the first comprehensive analysis of an epochal shift in global order – the fact that global-south countries have taken up leadership roles in peacekeeping missions, humanitarian interventions, and transnational military industries: Brazil has taken charge of the UN military mission in Haiti; Nigeria has deployed peacekeeping troops throughout West Africa; Indonesians have assumed crucial roles in UN Afghanistan operations; Fijians, South Africans, and Chileans have became essential actors in global mercenary firms; Venezuela and its Bolivarian allies have established a framework for "revolutionary" humanitarian interventions; and Turkey, India, Kenya, and Egypt are asserting themselves in bold new ways on the global stage.
