Wang's book offers an empirically rich and conceptually nuanced analysis of how local state agents maintain control over village self-governance in China. His careful analysis of primary documents enables him to explicate the formal mechanisms used by members of the local state to influence village affairs. Meanwhile, his rigorous and fascinating ethnographic data enable him to elucidate the manifold ways in which informal clientelist ties between local state officials and village elites permit the former to exert control. Overall, this excellent book powerfully demonstrates the need for scholars to go beyond attention to election processes when evaluating what village democracy means in a Chinese context. It is a must-read for all serious scholars of Chinese politics and society. —Rachel Murphy, University of Oxford Guohui Wang's highly original, in-depth case research vividly reveals the dynamics of contemporary Chinese village politics. By combining abundant empirical data with close observation as an "insider," his book illustrates the processes and consequences of transplanting 'democracy' into rural Chinese society. Particularly for those in the West who are keen on understanding the ongoing transformation of rural China, this book is a rich and revealing source. —Shukai Zhao, Development Research Center of the State Council, P.R. Village democracy in Indonesia strengthens the argumentation that developing democracy on the grassroots level is fundamental base to support democracy on the broader scale. Democratization has become the Indonesia's political mainstream even in the village society after the fall of Suharto regime. The existence of village parliament and accountability mechanism must be seen as the radical change of village political dynamic. And the role of democratic traditional institution should be appreciate as the people's way to support the ideas and practices the deliberative democracy.

The 73Rd Constitutional Amendment In 1993 For The First Time Provided A Statutory Imperative For The Establishment Of Gram Sabhas In Rural India. All The State Governments, Conforming To The Provision, Accordingly Provided For Gram Sabha In Their Respective Panchayati Raj Acts. / This Was A Major Step In The Legal Empowerment Of Gram Sabha. Conceptually, It Was Generally Considered As The Assembly Of All Registered Voters Of A Village Panchayat, Or A Group Of Villages. The Underlying Assumption Is That The Institution Of Gram Sabha At The Village Level Would Ensure Direct Democracy With Optimum Community Participation, Transparency And Accountability. In A Way, It Was A Leap Forward To Translate The Concept Of Gram Swaraja Of Mahatma Gandhi Into Reality.Recognizing The Essence Of Participatory Democracy At Village Level, The Government Of India Declared The Year 1999-2000 As The Year Of Gram Sabha To Set The Process Of Decentralized Democracy In Motion, With Human Development As The Core Objective Of Planning. This Signified The Importance And Potential With Which The Institution Has To Serve As The Basic Unit Of Village Governance And Could Be The Most Effective Mechanism To Involve People In Planning, Implementing And Overseeing The Village Development Activities. It Is Hoped That The Present Volume Will Be Helpful In Crystalysing Our Strategy For Rural Development Through Strengthening Village Democracy.

As the longest surviving, democratically elected communist regime in the world, the Left Front government in West Bengal has drawn considerable attention. Development, Devolution, and Democracy critically examines the achievements of the government in the areas of land reforms, rural development, devolution of administration to the grass-roots level, and above all in ensuring the democratic participation of the poorest classes. Basing his study on primary field research, author G. K. Lieten analyzes the differing composition of village councils in terms of caste, class, gender, and the ability of the panchayats to mediate between an interventionist state and the goal of grass-roots empowerment. Lieten observes that political maturity and acumen, embodied in class-based organizations, has played a key role in assisting development initiatives to percolate through to the villages. The study also shows how the West Bengal government has not only assisted agrarian development but has done so with a strong pro-poor orientation. With the current emphasis on decentralized and grass-roots-level governance, this detailed and useful case study will interest administrators, politicians, economists, planners, sociologists, and political scientists as well as professionals and researchers in rural development.
