For at least two centuries, democratic representation has been at the center of debate. Should elected representatives express the views of the majority, or do they have the discretion to interpret their constituents’ interests? How can representatives balance the desires of their parties and their electors? What should be done to strengthen the representation of groups that have been excluded from the political system? Representative democracy itself remains frequently contested, regarded as incapable of reflecting the will of the masses, or inadequate for today’s global governance. Recently, however, this view of democratic representation has been under attack for its failure to capture the performative and constructive elements of the process of representation, and a new literature more attentive to these aspects of the relationship between representatives and the represented has arisen. In Creating Political Presence, a diverse and international group of scholars explores the implications of such a turn. Two broad, overlapping perspectives emerge. In the first section, the contributions investigate how political representation relates to empowerment, either facilitating or interfering with the capacity of citizens to develop autonomous judgment in collective decision making. Contributions in the second section look at representation from the perspective of inclusion, focusing on how representative relationships and claims articulate the demands of those who are excluded or have no voice. The final section examines political representation from a more systemic perspective, exploring its broader environmental conditions and the way it acquires democratic legitimacy.

Many European democracies have experienced considerable decentralisation over the past few decades. It also examines how, on the other hand, decentralisation can come at a price, especially since the resulting multi-level structures may create several new obstacles to democratic representation, including information, responsibility and accountability problems. Public division is not new; in fact, it is the lifeblood of politics, and political representatives have constructed divisions throughout history to mobilize constituencies. Since the turn of the twenty-first century, the idea of a divided United States has become commonplace. In the wake of the 2020 election, some commentators warned that the American public was the most divided it has been since the Civil War. Political scientists, political theorists, and public intellectuals have suggested that uninformed, misinformed, and disinformed voters are at the root of this division. Some are simply unwilling to accept facts or science, which makes them easy targets for elite manipulation. It also creates a grass-roots political culture that discourages cross-partisan collaboration in Washington. Yet, manipulation of voters is not as grave a threat to democracy in America as many scholars and pundits make it out to be. The greater threat comes from a picture that partisans use to rally their supporters: that of an America sorted into opposing camps so deeply rooted that they cannot be shaken loose and remade. Making Constituencies proposes a new theory of representation as mobilization to argue that divisions like these are not inherent in society, but created, and political representatives of all kinds forge and deploy them to cultivate constituencies.

Popular consensus has long been that if "enough women" are present in political institutions they will represent "women's interests." Yet many believe that differences among women--women disagreeing about what is in "their interest"--fatally undermine both the principle and the practice of women's group representation. In this book, Karen Celis and Sarah Childs redress women's poverty of political representation with a new feminist account of democratic representation. Rather than giving up on women's group representation, Celis and Childs re-think and re-design representative institutions, taking women's differences--both ideological and intersectional--as their starting point. Feminist Democratic Representation considers a broad spectrum of contemporary problematics--abortion, prostitution/sex work, Muslim women's dress, and Marine Le Pen--to discuss women's under- and misrepresentation and the "good, bad and the ugly" representative. As problem-driven scholars firmly grounded in feminist and democratic empirical and theoretical political science, Celis and Childs imagine what good representation for women in all their diversity could look like--representation as it should be. To realize this ideal in today's established representative democracies, they present a second-generation feminist design for parliaments and legislatures, underpinned by a re-thinking of feminist and democratic principles. Celis and Childs conceive of representation as a mélange of dimensions, and they shift the focus in women's group representation from feminist outcome to feminist process. Inclusive, responsive, and egalitarian representation for all women demands a new category of representatives in parliaments: the "affected representatives of women" who are epistemologically and experientially close to differently affected women. This bold venture into democratic theory offers a new and reinvigorating thesis for how democracy delivers on its promise of public control over public policy. In theory, popular control could be achieved through a process entirely driven by supply-side politics, with omniscient and strategic political parties converging on the median voter's policy preference at every turn. However, this would imply that there would be no distinguishable political parties (or even any reason for parties to exist) and no choice for a public to make. The more realistic view taken here portrays democracy as an ongoing series of give and take between political parties' policy supply and a mass public's policy demand. Political parties organize democratic choices as divergent policy alternatives, none of which is likely to satisfy the public's policy preferences at any one turn. While the one-off, short-run consequence of a single election often results in differences between the policies that parliaments and governments pursue and the preferences their publics hold, the authors construct theoretical arguments, employ computer simulations, and follow up with empirical analysis to show how, why, and under what conditions democratic representation reveals itself over time. Democracy, viewed as a process rather than a single electoral event, can and usually does forge strong and congruent linkages between a public and its government. This original thesis offers a challenge to democratic pessimists who would have everyone believe that neither political parties nor mass publics are up to the tasks that democracy assigns them. Democratic Representation in Europe: Diversity, Change and convergence explores representation as a core element of democracies in the modern era. Over the past 150 years parliamentary representation has developed into a main link between polity and society, and parliamentary representatives have come to form the nucleus of political elites. The twenty authors of the 16 chapters follow a comparative and empirical approach by exploiting the unique longitudinal data-base of the EURELITE project, which has gathered standardized evidence about the structures of parliamentary representation in 11 European countries and their development over time; in many countries over 160 years. Following on from an earlier book by the same editors (Parliamentary Representatives in Europe 1848-2000.) which focused on trends in single European countries, Democratic Representation in Europe pursues a trans-national approach by comparing the mechanisms and modes of parliamentary recruitment and career formation between the main party families and various categories of the population in European societies. Such cross-national analyses, which include a longitudinal account of female representation throughout modern European parliamentary history, have not been attempted before. The book concludes with longitudinal in-depth analyses of cleavage representation in European parliamentary history and of the impact of the institutional factor on political elites' transformations. Democratic Representation in Europe contributes to a better understanding of relations between social and political change, and of the importance of institutional factors in shaping the political elites of European democracies. In so doing it can help substantiate theoretical debates in the social and political sciences on issues such as historical institutionalism and path dependency.
