La Cátedra UNESCO Derechos Humanos y violencia: gobierno y gobernanza de la Universidad Externado de Colombia presenta su segunda publicación, dedicada, en primer lugar, a las investigaciones realizadas sobre el desplazamiento forzado, las cuales abordan temas como: el acceso a la justicia de las personas en situación de desplazamiento (desde la perspectiva étnica, de género y etaria) y las políticas públicas de atención a la infancia, de educación, de salud mental, de atención local y migratorias. En segundo lugar, del análisis de una problemática interna, como el desplazamiento forzado, se pasa al estudio de diferentes formas de violencia que aquejan a otras latitudes, conservando, sin embargo, la pretensión de analizar y proponer políticas públicas que combatan dichas violaciones. En esta publicación los lectores encontrarán un aporte español acerca de la política pública para las víctimas del terrorismo; un análisis de la figura jurídica del Estado de excepción y de lo que en ella subyace como forma de control social; un estudio crítico de la violencia desde la ética y la relación entre violencia y memoria; un examen de la democracia y de los Derechos Humanos en Brasil; una investigación sobre la política pública de seguridad de la ciudad de Río de Janeiro y las nuevas formas de violencia social; la participación francesa de identificación de las tensiones existentes entre Derechos Humanos y libertades económicas; la presentación de los obstáculos a la política pública de protección a la diversidad cultural de los pueblos indígenas colombianos, y un interesante artículo sobre la explotación del trabajo infantil en Italia. In recent years, much mainstream development discourse has sought to co-opt and neutralize key concepts relating to empowerment, participation, gender, sustainability and inclusivity in order to serve a market-driven, neoliberal agenda. This book represents the work of the European Research Network: Inclusive Society and the Role of Social Work, which comprises researchers from Barcelona, Spain; Koblenz, Germany; Maastricht, The Netherlands; and Zagreb, Croatia. The authors present research results and reflections from these four different European countries to provide a comprehensive introduction and discussion of the ambivalences of inclusive processes in society and social work. The development towards an inclusive society is a subject of ongoing discussion in Europe. How the subject is addressed, through an examination of political and social characteristics, differs significantly by country. Each country-specific chapter includes evidence-based reflections on inclusive society and the role of social work: In The Netherlands, there is evidence of a top-down process implementing inclusive social policy and social work principles through the self-proclaimed ‘participation society’. In Spain, the process to inclusion is accompanied by the third sector often replacing governmental responsibilities, namely through the bottom-up activities of non-governmental organizations in social work. «¿Cuándo te diste cuenta de que eres gay?» era una pregunta que solía estar presente entre los chicos con los que interactuaba en mi juventud. Ello daba pie a los más diversos relatos, algunos más gratos que otros, pero que daban cuenta de la multiplicidad de experiencias y situaciones vividas muchas veces desde la infancia. Cuando, más tarde, llevé a cabo investigación sobre el tema, y preguntaba a mis interlocutores respecto de sus recuerdos más tempranos en torno a la sexualidad, solían aparecer referencias al chico por el que se habían sentido atraídos en la escuela, a la mirada furtiva a los cuerpos de los hombres en los baños públicos o a la excitación experimentada mientras jugaban a las luchas con otro chico de su edad. Esas y otras referencias me llevaron a explorar de forma más sistemática la manera en que los varones gais inician su vida sexual, los derechos que el Estado les reconoce formalmente, sus inquietudes y deseos. Estos y otros temas han sido desarrollados en los textos compilados en este libro, que tienen como común denominador intentar comprender la vida de los varones gais en esos primeros años a través de fuentes diversas, desde entrevistas, historias de vida u obras literarias hasta investigaciones académicas nacionales y extranjeras.
