This book takes on a global perspective to unravel the complex relationship between Imperial Germany and its diaspora. Around 1900, German-speakers living abroad were tied into global power-political aspirations. They were represented as outposts of a "Greater German Empire" whose ethnic links had to be preserved for their own and the fatherland’s benefits. Did these ideas fall on fertile ground abroad? In the light of extreme social, political, and religious heterogeneity, diaspora construction did not redeem the all-encompassing fantasies of its engineers. But it certainly was at work, as nationalism "went global" in many German ethnic communities. Three thematic areas are taken as examples to illustrate the emergence of globally operating organizations and communication flows: Politics and the navy issue, Protestantism, and German schools abroad as "bulwarks of language preservation." The public negotiation of these issues is explored for localities as diverse as Shanghai, Cape Town, Blumenau in Brazil, Melbourne, Glasgow, the Upper Midwest in the United States, and the Volga Basin in Russia. The mobilisation of ethno-national diasporas is also a feature of modern-day globalization. The theoretical ramifications analysed in the book are as poignant today as they were for the nineteenth century.

This study traces the evolution of imperialist ideology in Germany from Bismarck in the mid-19th century through Hitler and the Third Reich. Although much has been written about the virulently racist and anti-communist ideologies of the Nazi party, this is the first book to treat Nazi imperialism as a separate ideology and set it within a sturdy theoretical framework. Smith contends that Nazi imperialism represented the last, ambitious attempt to integrate two century-old ideologies--the elite, pro-industrial Weltpolitik and the popular-based, pro-agrarian Lebensraum--into a single system. In fact, Smith argues that it was largely the way in which the Nazis attempted to reconcile these contradictory ideologies that explains Germany's disastrous policies during World War II. This wide-ranging study also contributes to the debates over several other aspects of German history, including German military aims in World War II, the continuity--or discontinuity--of German policy from Bismarck to Hitler, and the relation between ideology and social-political life.

Debates about Liberalism in imperial Germany have focused almost exclusively on the national level. This book investigates liberal politics in local government; the only sphere in which liberals had direct access to power throughout Germany. Through the study of one of Germany's most progressive cities, Frankfurt am Main, Jan Palmowski examines more generally the processes of politicization and policy formulation at the local level. He argues that in Frankfurt as elsewhere, local affairs had become politicized not around 1900, as is generally assumed, but by the 1870s. Once in power, the liberals' concern for religion, social policy, and education, as well as their skilful use of fiscal policy shows that liberals in Germany were as sophisticated as liberals in Britain or France. Even in the face of an authoritarian state structure, German liberals received and made use of freedom for renewal and reform. German liberalism was not inherently weak. Instead, the crucial problem lay in the country's complicated federal structure, which made it impossible to transfer innovations from the local level to the state and national levels.
