Inhaltsangabe:Einleitung: ‘Die Bedeutung der Europäischen Union (EU) als internationaler Akteur im Nahen Osten ist seit den neunziger Jahren kontinuierlich gewachsen. Diese Entwicklung ist zum einen auf die stetige Ausweitung der außenpolitischen Kompetenzen der EU zurückzuführen, zum anderen auf temporäre Rückzüge der USA aus den Vermittlungsbemühungen im Nahostkonflikt. Zu Beginn des Nahost-Friedensprozesses in Madrid 1991 war die EU nur in geringem Maße im Rahmen der ‚Multilateral Tracks’ beteiligt. Gut zehn Jahre später steht die EU im 2002 gegründeten ‚Nahostquartett’ als ein gleichwertiger diplomatischer Akteur neben den USA, Russland und der UNO’. Ohne die Aussage ganz umfänglich unterschreiben zu wollen, lassen sich dennoch einige Elemente hervorheben, die durchaus als Ausgangslage einer genaueren Analyse dienen können. Die Europäische Union hat in den letzten beiden Jahrzehnten an außenpolitischem Gewicht hinzugewonnen. Ihre Rolle im Nahostkonflikt besitzt aufgrund aktueller Diskussionen über ihre Handlungsfähigkeit auf internationaler Bühne einen fortwährenden Aktualitätsbezug. Der Dauerkonflikt mit seinen weitreichenden Auswirkungen auf andere Konflikte in der Region hat seit der Staatsgründung Israels eine globale Dimension eingenommen, in der auch die EU agiert. Viele Autoren sehen den Nahen Osten als eine Art außenpolitischer Sonderfall für die EU, da letztere insbesondere die Lösung des israelisch-palästinensischen Konflikts seit der Schaffung der Europäischen Politischen Zusammenarbeit (EPZ) in den 1970er Jahren bis heute als außenpolitische Priorität angesehen hat. Das 2002 ins Leben gerufene Nahostquartett (NOQ) versteht sich als Fortsetzung der in den neunziger Jahren verstärkten Bemühungen um eine dauerhafte Lösung in der Region herbeizuführen. Es ist besonders geeignet als zeitlich begrenzter Handlungs- und Analyserahmen, in dem die EU als ‘Akteur’ neben den USA, Russland und den Vereinten Nationen agiert. Erkenntnisinteresse, Fragestellung und Relevanz des Themas: Im Rahmen der vorliegenden Arbeit soll analysiert werden inwiefern die Europäische Union als kohärent agierender außenpolitischer Akteur im Rahmen des sogenannten Nahostquartetts (2002-2008) agiert hat. Dabei soll die folgende These belegt bzw. widerlegt werden: Die EU ist ein kohärenter Akteur im Rahmen der Nahostpolitik.
