Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration as well as the debate on a shift from government to governance. But this debate is mainly focused on single leaders, i.e. mayors or executive officers. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that councillors have gained little interest so far. The aim of this book is to reflect on the role and task perception as well as the behaviour of councillors in the changing context of local democracy. The chapters start from a common conceptual framework. We start from the hypothesis that the role perception as well as the behaviour of councillors can not be conceived of being determined directly by (i) both formals and informal institutional structures as well as by (ii) personal characteristics. Instead, we argue that the perceptions and behaviour of councillors are depending on their notion of democracy. However, the understanding of democracy can be affected by institutional structure – but not solely by such organisational arrangements but depending on personal characteristics of the councillors. This book was published as a special issue of Local Government Studies.

Attracting controversy as readily as they do crowds, art museums--the Grand Louvre project and the new Orsay in Paris, or the proposed Whitney and Guggenheim additions in New York, for example--occupy a curious but central position in world culture. Choosing the art museums of provincial France in the previous century as a paradigm, Daniel Sherman reaches toward an understanding of the museum's place in modern society by exploring its past. He uses an array of previously unstudied archival sources as evidence that the museum's emergence as an institution involved not only the intricacies of national policy but also the political dynamics and social fabric of the nineteenth-century city. The author ascertains that while the French state played an important role in the creation of provincial museums during the Revolutionary era, for much of the next century it was content simply to send works of art to the provinces. When in the 1880s the new Republican regime began to devote more attention to the real purposes and functions of provincial museums, officials were surprised to learn that the initiative had already passed into the hands of local elites who had nurtured their own museums from their inception. Sherman devotes particular attention to the museums of Bordeaux, Dijon, Marseilles, and Rouen. From their origins as repositories for objects confiscated during the Revolution, they began to attract the attention of local governments, which started to add objects purchased at regional art exhibitions. In the period 1860-1890, monumental buildings were constructed, and these museums became identified with the cities' bourgeois leaders. This central connection with local elites has continued to our own day, and leads into the author's stimulating reflections on the art museum's past, present, and future. This original and highly readable account should attract those with an interest in cultural institutions and art history in general as well as those who study the history and sociology of modern France.

Urban space is a commons: simultaneously a sphere of human cooperation and negotiation and its product. Understanding urban space as a commons means that the much sought-after productivity of the city precedes rather than results from strategies of the state and capital. This approach challenges assumptions of urbanization as capital-driven, an idea which resonates with a range of recent urban social movements, from the Arab Spring and the Occupy movement to the “Right to the City” alliance. However commons exist in a tense relationship with state and market, both of which continually seek to exploit and control them. Initiatives to create “commons” are welcomed and even facilitated by governments in order to (re-)valorize urban space and lessen the impacts of economic restructuring, while, at the same time, the creative and reproductive potential of the urban commons is undermined by continuing attempts to commodify them. This volume examines these topics theoretically and empirically through a wide spectrum of international case studies providing perspectives from a variety of cities as diverse as Berlin, Hyderabad and Seoul. A wider discussion of commons in current scientific and activist literature from housing, public space, to urban infrastructure, is explored through the lens of the urban condition.
