Vor diesem Hintergrund wird mit der vorliegenden Publikation eine nähere systematische Erfassung sowie eine wertende Zusammenstellung der wichtigsten zu Wasser wirkenden Agenden, wie Wirtschaft und Umweltschutz, vorgelegt. Darüber hinaus wird das darauf gerichtete Rechtsregime – insbesondere dessen Reichweite im Gefolge des Vertrags von Lissabon – erläutert. Es war Anliegen des Arbeitskreises der ARL, im Wege intra- und interdisziplinärer Zusammenarbeit ein hierauf gerichtetes, dem gegenwärtigen Entwicklungsstand entsprechendes Kompendium vorzulegen.
