Zunächst wird die Politik vor dem Kalten Krieg erläutert. Abgesehen von der Gründung Liberias waren diesbezüglich keine Aktivitäten auf dem afrikanischen Kontinent zu erkennen. Im Laufe des Kalten Krieges gewann Subsahara-Afrika erstmals an Bedeutung. Im Konflikt mit der Sowjetunion versuchten beide Länder, die unabhängigen Staaten durch wirtschaftliche und militärische Hilfszahlungen zu unterstützen. Resultat war die Erweiterung des Einflussgebietes der jeweiligen Supermacht. Die U.S.-Politik in Subsahara-Afrika änderte sich mit dem Ende des Kalten Krieges. Durch die Auflösung der Sowjetunion hatten die USA keinen Verlust an Einflussgebiet mehr zu befürchten. Dementsprechend passiv war die Außenpolitik Anfang der 90er-Jahre. Ab Mitte der 90er-Jahre rückte Subsahara-Afrika jedoch wieder stärker in den Fokus der Aufmerksamkeit. Das wiedergewonnene Interesse lässt sich anhand eines Wortes beschreiben – Öl. Dabei spielt die Region am Golf von Guinea eine bedeutende Rolle. Vor allem Nigeria gewinnt als U.S.-Öllieferant zunehmend an Bedeutung. Seit den Terroranschlägen vom 11. September 2001 ist auch die Terrorbekämpfung Teil der U.S.-Subsahara-Afrika-Politik. Länder wie Nigeria, Sudan, Somalia, Kenia und Mali stehen im Verdacht, militant-islamistische Organisationen zu unterstützten. Das Hauptaugenmerk der U.S.-Politik in Subsahara-Afrika während des Kalten Krieges lag somit auf der strategischen Erschließung des Kontinents. Das aktuelle Interesse umfasst hingegen vor allem die Ölförderung und den Kampf gegen Terrorismus.
