In Economies of Abandonment, Elizabeth A. Povinelli explores how late liberal imaginaries of tense, eventfulness, and ethical substance make the global distribution of life and death, hope and harm, and endurance and exhaustion not merely sensible but also just. She presents new ways of conceptualizing formations of power in late liberalism—the shape that liberal governmentality has taken as it has responded to a series of legitimacy crises in the wake of anticolonial and new social movements and, more recently, the “clash of civilizations” after September 11. Based on longstanding ethnographic work in Australia and the United States, as well as critical readings of legal, academic, and activist texts, Povinelli examines how alternative social worlds and projects generate new possibilities of life in the context of ordinary and extraordinary acts of neglect and surveillance. "Protected areas today cover a relatively large part of Europe, with almost 21% of the territory of EEA member countries and cooperating countries consisting of protected areas. In spite of this widespread presence of protected areas in all European countries, the topic has not received as much attention on a pan-European level as other environmental issues. We hope this report from the EEA--the first we have compiled on the subject--will go some way to redressing the balance. The report provides a comprehensive overview of the current state of protected areas and aims to assist policymakers and the wider public in understanding the complexity of the current systems of protected areas. This report is especially timely, as 2012 marks the 20th anniversaries of the Convention on Biological Diversity and of the EU Habitats Directive. Both of these legal instruments consider protected areas to be key tools in the maintenance and restoration of biodiversity and ecosystems. For the purposes of this report, a 'protected area' is any site with defined boundaries classified or designated by countries under legislation primarily aiming at nature conservation i.e. at the protection, management and restoration of species, habitats and ecosystems. A protected area can thus be any area of sea, lakes, rivers or land that has been identified as important for the conservation of nature, and managed for this purpose. It is important to recognise that protected areas differ greatly in the extent to which they limit human activity within their boundaries. Some protected areas allow industry, extensive agriculture or fishing to occur within their boundaries, while others prohibit all of these activities. The term is thus very broad in its application. The report covers all 32 countries that are members of the EEA--27 European Union Member States, Iceland, Liechtenstein, Norway, Switzerland and Turkey--as well as the seven cooperating countries--Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo under the UN Security Council Resolution 1244/99. Landscapes are being degraded and simplified across the globe. This book explores how forest restoration might be carried out to increase landscape heterogeneity, improve ecological functioning and restore ecosystem services in such landscapes. It focuses on large, landscape-scale reforestation because that is the scale at which restoration is needed if many of the problems that have now developed are to be addressed. It also shows how large-scale forest restoration might improve human livelihoods as well as improve conservation outcomes. A number of governments have undertaken national reforestation programs in recent years; some have been more successful than others. The author reviews these to explore what type of reforestation should be used, where this should be carried out and how much should be done. For example, are the traditional industrial forms of reforestation necessarily the best to use in all situations? How can forest restoration be reconciled with the need for food security? And, are there spatial thresholds that must be exceeded to generate economic and environmental benefits? The book also examines the policy and institutional settings needed to encourage large-scale reforestation. This includes a discussion of the place for incentives to encourage landholders to undertake particular types of reforestation and to reforest particular locations. It also considers forms of governance that are likely to lead to an equitable sharing of the costs and benefits of forest restoration.
