The Government set out its policy on regional governance in the White Paper (Cm 5511, ISBN 0101551126) published in May 2002, as part of its overall agenda of constitutional reform and devolution. This draft Regional Assemblies Bill (together with explanatory notes on the Bill and a regulatory impact assessment) is in 13 parts and includes provisions relating to the establishment, constitution, structure, role, powers, financing, accountability and monitoring of elected regional assemblies in England, as well as other functional responsibilities such as spatial planning, housing and transport. The Government is committed to moving to a secure, safe, affordable and low-carbon energy system. This will mean achieving its climate change and renewables targets, including a 34 per cent reduction in CO2 emissions by 2020 (relative to 1990); at least an 80 per cent reduction by 2050; and by 2020 ensuring that 15 per cent of energy comes from renewable sources. This transition will require major investment in modern technologies: to renovate buildings; to provide for the electrification of much of our heating, industry and transport; and to move to cleaner power generation. It will also require major changes in the way energy is used by individuals, industry and the public sector. At the core of the Bill is the need to ensure that, as older power plants are taken offline and electricity demand continues to increase, the UK remains able to generate enough energy to meet its needs. The Energy Bill will: implement the electricity market reforms set out in the white paper 'Planning our electric future ... ' (Cm. 8099, ISBN 9780101809924); clarify the role of the regulator, Ofgem; establish an Office for Nuclear Regulation; make changes to the offshore transmission regulatory framework; and make provisions for the potential sale of Government Pipeline and Storage System. The current statutory criminal law of bribery is functional and cases are prosecuted successfully, but it is old and anachronistic, has never been consolidated and there are inconsistencies of language and concepts between the various provisions and a small number of potentially significant gaps in the law. The result is a bribery law which is difficult to understand for the public and difficult to apply for prosecutors and the courts. This draft legislation follows the Law Commission's consultation paper (no 185, ISBN 9780118404457) and final report ("Reforming bribery", Law Com. 313, ISBN 9780102958164). The purpose of the draft Bill is to reform the criminal law of bribery to provide for a new consolidated scheme of bribery offences to cover bribery both in this country and abroad. The Bill replaces the offences at common law and under the Prevention of Corruption Acts 1889 to 1916 with two general offences covering the offer, promise and giving of an advantage or the request, agreeing to receive or acceptance of an advantage. The Bill also creates a discrete offence of bribery of a foreign public official and a new offence of negligent failure of commercial organisations to prevent bribery. The other main provisions of the Bill include: extra-territorial jurisdiction to prosecute bribery committed abroad by persons ordinarily resident in the UK as well as UK nationals, and UK corporate bodies; replacing the existing requirement for the Attorney General's consent to prosecute a bribery offence; a maximum penalty of 10 years imprisonment for all new offences, save the corporate offence, which will carry an unlimited fine.

This document contains a consultation document, the text of the draft Climate Change Bill, explanatory notes to the Bill, and a regulatory impact assessment, published for pre-legislative scrutiny and public consultation. The Bill will introduce a long-term framework for the UK to achieve its goals of reducing carbon dioxide emissions and adapting to the impacts of climate change. The consultation document discusses the context and rationale behind the Climate Change Bill and sets out the main reasons why legislation in this area is required. The key elements of the Bill are: (1) setting targets in statute and carbon budgeting, with a statutory goal of a 60 per cent reduction in carbon dioxide emissions through domestic and international action by 2050, based on a new system of "carbon budgets" set at least fifteen years ahead (with reviews at five yearly intervals), and with progress reported annually to Parliament; (2) establishing an independent Committee on Climate Change to advise the government on how to reduce carbon emissions over time and across the economy; (3) creating enabling powers to allow the introduction of new domestic emissions trading schemes through secondary legislation; (4) reporting requirements will enhance the overall transparency and accountability of UK action on climate change, with the Committee on Climate Change reporting annually to Parliament on progress towards budgets and targets, with the Government required to produce a response to this independent report.
