First published in 1980. From the earliest beginnings of the European Economic Community, it was recognised that a common market for agriculture would be one of the basic prerequisites for workable economic unity. And yet the Common Agricultural Policy (CAP) remained a subject of much controversy and debate. The CAP, more than any other element of European policy, was seen to test the true depth of the commitment shown by Community members to the practice as well as the principle of economic integration. Agriculture and the European Community examines the reasons for the existence of the CAP and its format. It outlines the main instruments, price and structural policy, and the changing emphasis between them. It discusses in turn the effects of the CAP on producers’ income levels and on consumer prices; how far it had fulfilled the promises of the Treaty of Rome; the implications of the policy for third country trade; and its place within the Community as a whole. The study argues that, although incomes of Community farmers had improved, this is not simply the result of the CAP, nor was the geographical distribution of benefit in terms of farming income satisfactory. The policy has achieved a degree of success in securing food supplies and stabilising prices but the cost to the consumer has been high. Knowledge of the CAP had become almost essential to any understanding of modern European affairs. Agriculture and the European Community will serve as a straightforward introduction to the policy for students approaching the subject for the first time, especially in departments of Agricultural Economics, European Studies and Political Science.

Agriculture seems to be a difficult sector to manage for most governments. Developing countries face tough dilemmas in deciding on appropriate price poli eies to stimulate food production and maintain stable, preferably low, prices for poor consumers. Governments in developed countries face similar difficult deci sions. They are called upon to give income guarantees to farmers whose incomes are unstable and relatively low when compared to those in the nonagricultural sector. These guarantees often lead to ever-increasing budgetary outlays and unwanted agricultural surpluses. High prices make new investments and the application of new technologies more attractive than world prices warrant, and a process is set in motion where technological innovation attains amomenturn of its own, in turn requiring price policies that maintain their rates of return. Surpluses are disposed of with subsidies in domestic markets or in the international market. Price competition reduces the market share of other exporters, who may be efficient producers, unless they are willing to engage in subsidy competition. This lowers export earnings and farm incomes or depletes the public resources of developing countries that export competing products. Retaliatory measures have led to frictions and further distortions of world prices. Every so orten the major agricultural exporters - the USA, the EC, Aus tralia, or Canada - accuse one another of unfair intervention. Though they have agreed to discuss agricultural trade liberalization under GATT negotiations, if anything, the expenditure on farm support has continued to increase in both the EC and the USA.

Trade in temperate zone farm products between the developed countries has been beset with problems since the GATT's inception in 1947. The basic problem was always that the conditions in world agricultural markets were distorted by the national agricultural policies followed by all developed countries - policies which national authorities were reluctant to adapt to conform with the requirements of a liberal international trading system for agricultural products. This book describes and analyses the attempts that were made to make trade in agriculture less distorted, more stable and predictable, and less of a dangerous source of political friction between nations, in successive rounds of negotiations under the General Agreement on Tariffs and Trade in the 45-year period from GATT's inception in 1947 to the end of the Uruguay Round in 1993.
