The Economics of Public Spending investigates the extent of government involvement in the economy, details its rational, and traces its historical record. The book unites articles previously published in Fiscal Studies, each one addressing a different area of expenditure and written by an economist specializing in that field. They describe both the data on public expenditure and the theory relevant to understanding the policy issues. A new introduction investigates the overall role of the public sector and discusses the general theory of public expenditure. In providing a detailed analysis of public expenditure, the book makes an important contribution to the economics literature. There are no other texts with this breadth of coverage or depth of analysis. Insights are provided into both the policy issues, cross-country comparisons of expenditure, and alternative approaches to economic analysis. The chapters apply the tools of orthodox public finance, public choice, modern public economics, and game theory to reach a range of policy proposals and conclusions. These demonstrate the range and potential of economic analysis when applied to these important issues.

The question of public expenditure has proved to be one of the perennial problems for British Governments. Given forecasts of low growth and record levels of unemployment, the present Government could be faced with dilemmas of greater magnititude than ever. This new edition of Maurice Mullard's book has been carefully revised to provide students with an accessible text. It is principally concerned with explaining the political contexts in which public expenditure decisions have had to be made over the last twenty years. It examines the way in which Governments make choices according to public pressure and the fact that bargains and compromises have to be made in order to maintain political credibility. Maurice Mullard provides examples of the way in which Government policy and individual expenditure programmes have been shaped according to the political climate. The text combines theoretical framworks with policy analysis. This edition contains new chapters on Conservative and Labour politics and a section on John Major's government.

Singapore's rapid ascent from Third World to First since its independence in 1965 has won it acclaim as an 'economic miracle'. Economic success has been accompanied by impressive achievements in social development, as reflected in international rankings of human capital and human development. The city state's achievements are founded on a socio-economic system characterised by low tax rates, flexible labour markets, and individual 'self-reliance', with state support centred on social investment in education and public housing.Entering the 21st century, however, slowing economic growth, an ageing population, global competition, and widening income dispersion have put the Singapore System under strain. This has prompted a significant refresh of social and economic policies over the past 15-20 years. This book aims to bring the reader up to date on Singapore's socio-economic development in the first two decades of the 21st century. It looks back to the shifts in policy thinking that have accompanied structural changes to Singapore's society and economy, taking stock of the policy innovations aimed at sustaining income growth, economic security, and social mobility. It looks around to compare Singapore's approach to those of other countries facing similar challenges, situating Singapore's experience in the wider international discourse on public policy. Finally, it looks ahead to how the Singapore System may evolve in the years to come.

Fluctuations in social prosperity, employment levels and production have long been objects of study. The many works which have been published on this subject give detailed descriptions of the phenomena which accompany these fluctuations, analyse the combinations of cir cumstances which can lead to upsets in the economic development of a country and examine the methods which can be applied to prevent un desirable variations in certain economic quantities. The present study does not pretend either to add to what is known of the nature and occurrence of trade cycles or to contribute to the theories regarding these, but relates solely to economic policy as applied in practice in a number of countries. The basis of the study is formed by the reports on this subject prepared at the request of the International Information Centre for Local Credit for the eighth conference of the Centre held in Amsterdam in 1965. The International Information Centre for Local Credit is an institu tion set up in 1958 with the object of promoting the development of local authority credit by, inter alia, the study of subjects within the purview of the provision of credit to lotal authorities or closely connect ed with it. The membership of the Centre includes financial institut ions specializing in local authority credit from fifteen different countries. The Centre enjoys consultative status B with the Economic and Social Council of the United Nations.

Guidelines For Public Expenditure Management written by Mr.Jack Diamond and has been published by International Monetary Fund this book supported file pdf, txt, epub, kindle and other format this book has been release on 1999-07-01 with Business & Economics categories.

Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.
