This paper studies price stabilization policy under both predetermined and flexible exchange rates. Under predetermined exchange rates, a non-credible stabilization program results in an initial expansion of output, followed by a later recession. The initial expansion accompanies an appreciating real exchange rate. Under flexible exchange rates, the recession occurs at the beginning of the program. The real exchange rate appreciates sharply on impact but depreciates afterwards. Lack of credibility is more costly under predetermined exchange rates because the real effects are more pronounced.

This paper studies how the composition of fiscal adjustments influences their likelihood of “success”, defined as a long lasting deficit reduction, and their macroeconomic consequences. We find that fiscal adjustments which rely primarily on spending cuts on transfers and the government wage bill have a better chance of being successful and are expansionary. On the contrary fiscal adjustments which rely primarily on tax increases and cuts in public investment tend not to last and are contractionary. We discuss alterative explanations for these findings by studying both a full sample of OECD countries and by focusing on three case studies: Denmark, Ireland and Italy.

After decades of denying racism and underplaying cultural diversity, Latin American states began adopting transformative ethno-racial legislation in the late 1980s. Becoming Black Political Subjects explores this shift from color blindness to ethno-racial legislation in two of the most important cases in the region: Colombia and Brazil. Drawing on archival and ethnographic research, Tianna Paschel shows how, over a short period, black movements and their claims went from being marginalized to become institutionalized into the law, state bureaucracies, and mainstream politics. The strategic actions of a small group of black activists—working in the context of domestic unrest and the international community's growing interest in ethno-racial issues—successfully brought about change. Paschel also examines the consequences of these reforms, including the institutionalization of certain ideas of blackness, the reconfiguration of black movement organizations, and the unmaking of black rights in the face of reactionary movements.
