This study analyzes the World Bank's experience with fiscal management in 250 adjustment operations in 86 countries. It examines the fiscal records in a sample of 26 countries grouped by region, portfolio characteristics, and economic traits. The study confirms that fiscal deficit reduction is associated with improved external balances and economic growth and that it takes sustained, long-term effort, and continual vigilance against reversals. Fiscal mismanagement, not exogenous shocks, was the principal cause of persistent budget deficits. The study offers the following recommendations for the Bank and its borrowers:1) Estimate the level of the sustainable deficit and provide guidelines for achieving it in Bank economic and sector work and adjustment lending. 2) Improve sequencing of tax reform. 3) Consider explicitly the role of the state and the appropriate mix of public/private provision of services in recommending public expenditure reform. 4) Include poverty alleviation and equity objectives in public expenditure reform. 5) Build adequate monitoring and performance indicators for both tax and expenditure reforms. 6) Enhance Bank-Fund coordination, in support of the Fund's lead role in giving fiscal advice, by strengthening the Bank's ability to analyze taxes and expenditures.

La science et la technologie sont portées actuellement par un essor économique fort, par des révisions stratégiques globales liées à la fin de la guerre froide et à la mondialisation de l'économie et, surtout, par des découvertes majeures dans les sciences et techniques de l'information et de la communication et dans les sciences de la vie. Dans ce paysage très évolutif, le gouvernement français, à l'occasion du Comité interministériel de la recherche scientifique et technique du 15 juillet 1998, a retenu la proposition du Ministre de l'Education nationale, de la Recherche et de la Technologie de confier à l'Académie des sciences le soin d'établir un rapport sur l'état de la science et de la technologie en France. Ce rapport est la synthèse de 11 rapports thématiques qui ont été remis au ministre le 27 juillet 2000. Le rapprochement des disciplines et des techniques scientifiques dans l'abord des problèmes et dans l'étude des systèmes complexes devrait inciter à ce qu'un accent plus net soit mis sur des projets pluridisciplinaires développés entre plusieurs organismes de recherches ainsi qu'avec des universités et des entreprises. Cela devrait impliquer aussi une vision nouvelle dans les formations de l'enseignement supérieur, dans la politique des grands équipements, assortie d'une facilitation de la mobilité des chercheurs, tant au sein de l'hexagone qu'à l'extérieur. La France doit affirmer davantage sa participation aux grands " programmes-cadres " de l'Union européenne, qui ont déjà contribué au décloisonnement des équipes, même si l'Académie reconnaît l'urgence d'une simplification des procédures et la nécessité d'une intervention plus directe des scientifiques dans l'établissement et le suivi de ces programmes. Par ailleurs, il apparaît nécessaire que la communauté scientifique française prenne mieux en compte les enjeux sociétaux et les problèmes éthiques dans un contexte d'ensemble où l'image de la science perd parfois de sa force. Au-delà des propositions liées à chacune des disciplines traitées, les auteurs formulent des recommandations visant à adapter le système français de recherche/développement et d'enseignement aux nouvelles données scientifiques et économiques.

This is the final volume in the set of four collections of Michel Huglo's articles to be published in the Variorum series, and focuses on medieval music theory. The point of departure for Huglo's research was his doctoral dissertation on tonaries, published in 1971: as a consequence, he studied the manuscripts of music theory concerning plainchant, and, later, those with writings on music by authors of Late Antiquity as well as the Liber glossarum, with its many definitions of musical terms. In this volume, certain articles consider the interpretation or dissemination of texts, instruction in the art of plainchant, and musical instruction at the university. Others concern the manuscripts of St Augustine's De musica and of the writings of Calcidius, Macrobius, Helisachar, Hucbald, Gerbert of Aurillac, Abbo of Fleury, John of Afflighem, and Hieronymus de Moravia, amongst others. The volume closes with a bibliography of Michel Huglo complementing that published in 1993 and a summary list of his reviews of books on music and liturgy.
