This volume focuses on democracy in Latin America, and both assesses the state of current knowledge on the topic and identifies new research frontiers in the study of Latin American politics. In 1996, Guillermo O’Donnell taught a seminar at the University of Notre Dame on democratic theory. One of the questions explored in this class was whether it is possible to define and determine the “quality” of democracy. Jorge Vargas Cullell, a student in this course, returned to his native country of Costa Rica, formed a small research team, and secured funding for undertaking a “citizen audit” of the quality of democracy in Costa Rica. This pathbreaking volume contains O’Donnell’s qualitative theoretical study of the quality of democracy and Vargas Cullell’s description and analysis of the empirical data he gathered on the quality of democracy in Costa Rica. It also includes twelve short, scholarly reflections on the O’Donnell and Cullell essays. The primary goal of this collection is to present the rationale and methodology for implementing a citizen audit of democracy. This book is an expression of a growing concern among policy experts and academics that the recent emergence of numerous democratic regimes, particularly in Latin America, cannot conceal the sobering fact that the efficacy and impact of these new governments vary widely. These variations, which range from acceptable to dismal, have serious consequences for the people of Latin America, many of whom have received few if any benefits from democratization. Attempts to gauge the quality of particular democracies are therefore not only fascinating intellectual exercises but may also be useful practical guides for improving both old and new democracies. La construcción de la ciudadanía en México es uno de los mayores retos que enfrenta la sociedad mexicana. Como se muestra en el libro que el lector tiene en sus manos se trata de un proceso difícil, pues en ello se suma una larga herencia autoritaria, en especial el periodo dominado por el PRI, un sistema legal lleno de ambigüedades, un sistema político articulado en instituciones con fuerte tinte autoritario, y una cultura política de los mexicanos con rasgos no democráticos, en síntesis la existencia de una ciudadanía precaria, deficiente. Adoptando la óptica de la cultura política, pero sin desvincularla del resto de la realidad política, el autor muestra, mediante el análisis riguroso de encuestas nacionales, los cambios y las permanencias del autoritarismo en el periodo que va de 1993 al 2001. Resalta la lenta adopción de los valores democráticos por parte de la población mexicana; la evaluación que hacen los mexicanos del rumbo del país, del gobierno y otras instituciones políticas y de ellos mismos como ciudadanos, en la cual cada vez más se muestran desilusionados y alejados del sistema político; y, finalmente, los cambios en la forma de participación, cómo va desapareciendo el tradicional acarreo para dar lugar a la pluralidad y a la participación más informada y comprometida. Por supuesto junto a ello permanece un importante sector apolítico de ciudadanos que se mantiene al margen de la política, y de prácticas como el clientelismo que se complementan y favorecen la permanencia del autoritarismo. La conclusión más relevante o preocupante es que la permanencia de esos rasgos autoritarios en la cultura y las instituciones políticas son una clara amenaza para la posible consolidación de la democracia en México.
