Excerpt from The Public Primary School System of France: With Special Reference to the Training of Teachers The secondary school which begins normally at nine years and continues for nine years has always a preparatory section, so that the child may really enter at six or seven years of age and follow work which is of exactly the same nature as that given in the primary schools. Such a child, however, is not receiving primary instruction at all, but secondary. At these secondary schools, the lycees and the colleges, there are al ways fees for instruction which vary according to the class and the school. On account of the fees connected with the secondary schools, one naturally finds there a different social class from that in the primary schools, although from my own observation in the elementary departments of the second ary schools I have not found the quality of the instruction at all commensurate with the difference in cost to the pupils. Excerpt from The Popular Education of France: With Notices of That of Holland and Switzerland IN the following account of popular education in certain countries of the Continent, the State and its action are occasionally spoken of in a way which, if quite unexplained, is likely, I know, to offend some of my readers, and to surprise others. With many Englishmen, perhaps with the majority, it is a maxim that the State, the executive power, ought to be eu trusted with no more means of action than those which it is impossible to withhold from it; that fit neither would nor could make a safe use of any more extended liberty; would not, because it has in itself a natural instinct of despotism, which, if not jealously checked, would become outrageous could not, because it is, in truth, not at all more enlightened, or fit to assume a lead, than the mass of this enlightened community. Accord ing to the long-cherished convictions of a great many, it is for the public interest that Government should be confined, as far as possible, to the bare and indis pensable functions of a'poiice officer and a revenue collector. It IS to be always the mere delegated hand Of the nation, nev or its Oiiginating head. N o sensible man will lightly go counter to an opinion firmly held by a great body of his countrymen. He will take for granted, that for any opinion which has taken deep root among a people so powerful, so successful, and so well worthy of respect as the people of this country, there certainty either are, or have been, good and sound reasons. He will venture to impugn such an opinion with real hesitation, and only when he thinks he perceives that the reasons which once supported it exist no longer, or at any rate seem about to disappear very soon. For undoubtedly there arrive periods when, the circumstances and conditions of Government having changed, the guiding maxims of Government ought to change also. J'ai dit souvent, says Mirabeau, admonishing the Court of France in 1790, gu'on devait changer de maniére de gouverner, lorsque kegouverneme-nt n'est plus le méme. And these decisive changes in the political situation of a people happen gradually as well as violently. Until the great educational enactment of 1889, the Mechanics' Institutes were in the main the only means whereby the working and the middle classes continued or supplemented the inadequate provision of the day schools. These Institutes in the early days of the nine teenth centurv were the forerunner of what we now call Technical education. The inferiority of English manufactures, as demonstrated at the exhibition of 1851, led to parliamentary grants. In aid of Science and Art classes. These were dis tributed by the Science and Art Department: so that one department controlled elementary education. And another the secondary and technical schools. The Act of 1899 fused these two departments. And the Act of 1902. Already referred to, introduced unity into local administration. The Technical Institu tions Acts of 1889'and 1891 had authorized the levying of a local tax of a penny in the pound for technical education. And. In addi tion. The local authorities receive considerable revenue from the Customs and Excise. And from the various Trade Guilds. Which are both numerous and wealthy, especially in London. In recent years the amounts derived from the Customs and Excise have de creased considerably and the Government has promised to set aside a portion of the land tax to make up the deficiency. The Govern ment has also given large grants for the support of technical edu cation; but the general educational system of England has been so long in an unorganized condition that the technological branch is still behind those of the Continent of Europe.
