Many chemicals used in the electronics sector have negative consequences for human and environmental health. These include chemicals such as lead, mercury, brominated flame retardants, halogenated flame retardants, polyvinyl chloride (PVC) and phthalates. Typical electronic waste handling practices in developing countries are detrimental to the health of workers, their environment, and their communities. There are issues associated also with formal recycling in modern facilities, and the production phase is often problematic as well, with electronics workers potentially being exposed to carcinogens and reproductive toxicants. In addition, it is becoming apparent that recycling of valuable materials must be made more efficient as the price of virgin materials, metals, and minerals increases and their availability decreases. The problems are exacerbated by the fact that there has been a rapid increase in sales of electronics in the past several years, making e-waste one of the fastest-growing waste streams today. In order to minimise any potential risks to human or environmental health, electronics stakeholders in different stages of the life cycle of electronic products need information on what chemicals are present in the products, their properties, use and potential risks. This report studies the extent to which existing information systems meet the needs of different stakeholder groups, highlights information gaps and obstacles and discusses potential solutions to optimise the flow of information on chemicals in electronics. The report is carried out within the UNEP project on Chemicals in Products.

There is widespread public concern about hazardous chemicals that are contained in air, soil, water and food. Policy has therefore adopted a series of laws and regulations concerning emissions into and concentration levels in different media including food. As policy makers do not only have to consider the protection of the environment but also need to ensure a well-functioning economy at the same time, these limit or target values need to be set in a balanced way. The main problem, however, is to compare the costs for achieving these targets with the benefits to society by having a smaller exposure to hazardous substances (cost-benefit analysis). This book sets out to improve the reliability of cost-benefit analyses particularly of hazardous substances present in air, water, soil and food. It suggests that the human health risk assessment of chemicals is performed in a bottom-up analysis, i.e., following a spatially resolved multimedia modelling approach. In order to support cost-benefit analyses, the approach is accompanied by monetary valuation of human health impacts, yielding so-called external costs. Results for selected priority metals show that these external costs are small compared to those by the classical air pollutants and involve rather long time horizons touching on the aspect of intergenerational equity within sustainable development. When including further hazardous substances, the total external costs attributable to contaminants are expected to be more substantial.

C’est ce qu’atteste le succès de quelques-uns de ses produits mondialement connus : perles, monoï, jus de nono, vanille. Mais la mise en valeur de ce potentiel demeure encore limitée ; son inventaire lui-même reste très partiel. Pour en préciser les dimensions réelles, cette expertise collégiale s’est attachée à évaluer scientifiquement la ressource, tout en mettant en évidence les substances d’intérêt et les orientations de recherche prioritaires. Les conditions socio-économiques, juridiques et techniques de la mise en valeur de cette ressource sont analysées ici aux fins de fournir des éléments de connaissance et des recommandations utiles à la définition par la Polynésie d’une politique originale de valorisation de ses substances naturelles.
