This is the first systematic pan-European study of the hundreds of thousands of non-Germans who fought - either voluntarily or under different kinds of pressures - for the Waffen-SS (or auxiliary police formations operating in the occupied East). Building on the findings of regional studies by other scholars - many of them included in this volume - The Waffen-SS aims to arrive at a fuller picture of those non-German citizens (from Eastern as well as Western Europe) who served under the SS flag. Where did the non-Germans in the SS come from (socially, geographically, and culturally)? What motivated them? What do we know about the practicalities of international collaboration in war and genocide, in terms of everyday life, language, and ideological training? Did a common transnational identity emerge as a result of shared ideological convictions or experiences of extreme violence? In order to address these questions (and others), The Waffen-SS adopts an approach that does justice to the complexity of the subject, adding a more nuanced, empirically sound understanding of collaboration in Europe during World War II, while also seeking to push the methodological boundaries of the historiographical genre of perpetrator studies by adopting a transnational approach.

Sowohl in der sozialistischen als auch in der kapitalistischen Gesellschaft und ihren staatlichen Institutionen wirkten subkutan rassistische, neonazistische und antisemitische Einstellungen kontinuierlich fort. Gegenüber Menschen fanden sie in Form von persönlichen Angriffen ihre Zuspitzung und ihren Ausdruck. Seit dem Beitritt der Deutschen Demokratischen Republik (DDR) zur Bundesrepublik Deutschland (BRD) am 3. Oktober 1990 bis April 2022 haben unzählige rechte Gewalt- und Propagandastraftaten stattgefunden. Harry Waibel legt nach intensiven Recherchen mit diesem Band eine umfangreiche Dokumentation der tödlichen Angriffe auf Menschen vor. Allein in diesem Zeitraum wurden über 400 Männer, Frauen und Kinder von mutmaßlich rechten Täterinnen und Tätern getötet. Nicht von allen Opfern konnten die Namen ermittelt werden, aber sie und die namentlich Bekannten sollen auf keinen Fall in Vergessenheit geraten. Dies möchte diese Dokumentation erreichen. Waibels zeithistorische Forschungsarbeiten zum Verlauf und zu den Ursachen von Neonazismus, Rassismus und Antisemitismus sind zudem wichtig, um die Entwicklung des gegenwärtigen Rassismus und Neonazismus in Deutschland in ihrer Komplexität und Komplementarität zu verstehen.

Austria 1867-1955 connects the political history of German-speaking provinces of the Habsburg Empire before 1914 (Vienna and the Alpine Lands) with the history of the Austrian Republic that emerged in 1918. John W. Boyer presents the case of modern Austria as a fascinating example of democratic nation-building. The construction of an Austrian political nation began in 1867 under Habsburg Imperial auspices, with the German-speaking bourgeois Liberals defining the concept of a political people (Volk) and giving that Volk a constitution and a liberal legal and parliamentary order to protect their rights against the Crown. The decades that followed saw the administrative and judicial institutions of the Liberal state solidified, but in the 1880s and 1890s the membership of the Volk exploded to include new social and economic strata from the lower bourgeoisie and the working classes. Ethnic identity was not the final structuring principle of everyday politics, as it was in the Czech lands. Rather social class, occupational culture, and religion became more prominent variables in the sortition of civic interests, exemplified by the emergence of two great ideological parties, Christian Socialism and Social Democracy in Vienna in the 1890s. The war crisis of 1914/1918 exploded the Empire, with the Crown self-destructing in the face of military defeat, chronic domestic unrest, and bitter national partisanship. But this crisis also accelerated the emergence of new structures of democratic self-governance in the German-speaking Austrian lands, enshrined in the republican Constitution of 1920. Initial attempts to make this new project of democratic nation-building work failed in the 1920s and 1930s, culminating in the catastrophe of the 1938 Nazi occupation. After 1945 the surviving legatees of the Revolution of 1918 reassembled under the four-power Allied occupation, which fashioned a shared political culture which proved sufficiently flexible to accommodate intense partisanship, resulting, by the 1970s, in a successful republican system, organized under the aegis of elite democratic and corporatist negotiating structures, in which the Catholics and Socialists learned to embrace the skills of collective but shared self-governance.

In modern times, the recruitment of children into a political organization and ideology reached its boldest embodiment in the Hitler Youth, founded in 1933 soon after the Nazi Party assumed power in Germany. Determining that by age ten children’s minds could be turned from play to politics, the regime inducted nearly all German juveniles between the ages of ten and eighteen into its state-run organization. The result was a potent tool for bending young minds and hearts to the will of Adolf Hitler. Baldur von Schirach headed a strict chain of command whose goal was to shift the adolescents’ sense of obedience from home and school to the racially defined Volk and the Third Reich. Luring boys and girls into Hitler Youth ranks by offering them status, uniforms, and weekend hikes, the Nazis turned campgrounds into premilitary training sites, air guns into machine guns, sing-alongs into marching drills, instruction into indoctrination, and children into Nazis. A few resisted for personal or political reasons, but the overwhelming majority enlisted. Drawing on original reports, letters, diaries, and memoirs, Michael H. Kater traces the history of the Hitler Youth, examining the means, degree, and impact of conversion, and the subsequent fate of young recruits. Millions of Hitler Youth joined the armed forces; thousands gleefully participated in the subjugation of foreign peoples and the obliteration of “racial aliens.” Although young, they committed crimes against humanity for which they cannot escape judgment. Their story stands as a harsh reminder of the moral bankruptcy of regimes that make children complicit in crimes of the state.

The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.
