L'étude traite de la libéralisation économique comme modalité de transition à l'économie de marché à partir d'un système d'économie à base de rente qu'illustre bien l'économie algérienne. Elle tente de faire ressortir le contenu des rapports de travail à l'oeuvre dans ces deux types d'économie en tant qu'ils déterminent leur capacité à produire un surplus et à en faire un usage productif. L'étude examine l'évolution de ces rapports à travers l'histoire longue des pays de vieille industrialisation et celle, brève, des pays d'industrialisation récente. Le but de ce détour par l'histoire est d'esquisser, en termes de degré de "maîtrise du principe de composition" (concept fortement investi dans la recherche) et de construction de l'Etat-nation, le cadre conceptuel d'analyse des expériences de libéralisation. Ce faisant, on cherche à saisir, par delà les vicissitudes du phénomène de libéralisation, ce qu'il y a de permanent et de récurrent dans l'économie de marché pour tirer des enseignements utiles à létude de l'expérience algérienne en la matière. L'expérience algérienne de libéralisation est replacée dans la perspective historique en tant qu'elle découle de l'abandon de la stratégie algérienne de développement. L'étude conclut à l'échec de la tentative du régime autoritaire de gouvernement (dont pourtant c'était la raison d'être historique) et du système d'économie à base de rente sur lequel il s'appuie, de faire accéder le pays à la maîtrise du principe de composition et de l'élever au rang d'Etat-nation. Cet échec est le résultat de l'incapacité du système à base de rente à produire un surplus accumulable en situation de prévalence de rapports économiques et sociopolitiques présentant une sorte de récurrence historique. On se demande si, finalement, la libéralisation économique en cours n'est pas une vaine entreprise tant elle paraît surdétérminée par ces facteurs.

Water is vital for life, and its availability has been a concern for mankind throughout the ages. This Thematic Study is a joint venture between ICOMOS, the advisory body to UNESCO on cultural sites, and the International Astronomical Union. It presents an overall vision on astronomical heritage, attempts to identify what constitutes "outstanding universal significance to humankind" in relation to astronomy, and identifies broad issues that could arise in the assessment of cultural properties relating to astronomy.
