Mai 2004 nahm die Europäische Union mit Estland, Lettland, Litauen, Malta, Polen, der Slowakei, Slowenien, der Tschechischen Republik, Ungarn und Zypern zehn neue Mitgliedsstaaten in ihren Kreis auf. Die Bevölkerung wuchs dabei um etwa 20% an (in Zahlen: Bevölkerungszunahme um 74 Mio. auf 456 Mio. Einwohner), während sich die Wirtschaftsleistung der EU (BIP) nur um 5% erhöhte (Anlage 1). Keines der beigetretenen Länder erreicht annähernd die durchschnittliche Wirtschaftskraft der EU-15-Staaten. Im Mittel liegt das nominale BIP dieser Länder nur bei 48% des bisherigen Niveaus. Im Vorfeld der Erweiterung sind die Auswirkungen auf die deutsche Wirtschaft unvorhersehbar: Staaten, die erst zu Beginn der 90er Jahre den Wechsel von sozialistischen Planwirtschaften zu offenen Marktwirtschaften vollzogen, sorgen für einen stark vergrößerten Binnenmarkt, in dessen Folge sich Wachstumschancen ergeben. Diesem stehen vor allem die Kostenvorteile in den östlichen Nachbarländern als ernsthafte Bedrohung gegenüber. Gegenstand dieser Arbeit ist die Beleuchtung der Chancen und Risiken, die im Vorfeld dieser fünften Erweiterungsrunde von verschiedenen Seiten geäußert wurden. Das unbekannte Ausmaß auf die Wirtschaft der alten Mitgliedsstaaten erforderte eine ganze Reihe von Schutzmaßnahmen, die ich am Beispiel der Bundesrepublik Deutschland erläutern möchte. Im Anschluss daran werde ich die bisherigen Auswirkungen der Erweiterung auf die deutsche Wirtschaft untersuchen und beurteilen, inwieweit die Schutzmaßnahmen tatsächlich eine schützende Wirkung haben, oder ob sie der wirtschaftlichen Entwicklung Deutschlands vielleicht sogar schaden.
