Die Europ„ische Finanzmarktintegration ist eines der wichtigsten Ziele der Europ„ischen Union. Neben der positiven Wirkung auf das Wirtschaftswachstum sind integrierte Finanzm„rkte u.a. auch Voraussetzung fr die internationale Risikoteilung, Ressourcenallokation sowie den intertemporalen Handel. Um von diesen Vorteilen zu profitieren, arbeitet die EU konsequent an der Umsetzung des Finanzmarktintegrationsprozesses. In Krisenzeiten kann sich aber ein solcher Prozess verlangsamen oder umkehren. So hat die transatlantische Bankenkrise bis jetzt beispiellose geld- und fiskalpolitische Maánahmen von den Staaten zur Rettung der Banken und zur Sttzung der Wirtschaft gefordert. Dennoch erlebte die Weltwirtschaft seinerzeit die st„rkste Rezession seit Ausbruch der Weltwirtschaftskrise 1929. Die wichtigsten Fragen die sich zwangsl„ufig in diesem Zusammenhang ergeben sind, inwieweit die zahlreichen Einzelfaktoren dazu beitrugen das erst eine US-amerikanischen Subprime-Krise entstand und wie diese eine Reihe von Ereignisse ausl”ste, die schlieálich in der transatlantischen Bankenkrise endeten. Aus Europ„ischer Sicht soll der wichtigen Frage nachgegangen werden, inwieweit die transatlantische Bankenkrise Auswirkungen auf die einzelnen Bereiche der Europ„ische Finanzmarktintegration gehabt hat und haben wird. Dazu werden zahlreiche international anerkannte Facharbeiten, Modelle und qualitativ hochwertige Wirtschaftsdaten analysiert und zur Erkl„rung der aufgeworfenen Fragen verwendet. Zur Charakterisierung der Politik im deutschen Bundesstaat werden seit Ende der 1960er Jahre vor allem zwei Begriffe verwendet, die die Entwicklungstendenzen des bundesstaatlichen Ordnungsprinzips am ehesten beschreiben: Politikverflechtung und F”deralismus. Im Rahmen der Koordination und Kooperation der verschiedenen staatlichen Akteure ist ein komplexes Netzwerk von sich berschneidenden Zust„ndigkeiten, Koordinationsmustern sowie formellen und informellen Mitsprachebefugnissen entstanden. Vor dem Hintergrund des voranschreitenden europ„ischen Integrationsprozesses stellt sich fr die bundesdeutschen L„nder die Frage, wie sie auf die Europapolitik des Bundes und auf die politischen Entscheidungen, die auf europ„ischer Ebene getroffen werden, Einfluss nehmen k”nnen. Im Mittelpunkt steht dabei stets die Intention, den durch den europ„ischen Integrationsprozess erlittenen Kompetenzverlust auszugleichen und m”glichst das Heft des Handelns in der Hand zu behalten. Trotz ihrer Bemhungen mssen die L„nder eine wachsende Limitierung ihres eigenst„ndigen Handlungs- und Gestaltungsspielraums hinnehmen, wobei die Landesparlamente in besonderer Weise betroffen sind. Der Umstand, dass der bundesdeutsche F”deralismus das zwischen Nationalstaat und Europ„ischer Union bestehende Zwei-Ebenen-System um eine dritte subnationale Ebene erweitert, und die Frage, welche Konsequenzen dies fr die Beteiligungsm”glichkeiten der L„nder am europ„ischen Entscheidungsprozess hat, liegen dieser Arbeit zugrunde.

Public administration is commonly assumed to be a young discipline, rooted in law and political science, with little history of its own. Likewise, teaching and scholarship in this field is often career oriented and geared either toward the search for immediately usable knowledge or guidelines and prescriptions for the future. Although most administrative scientists would acknowledge that their field has a history, their time horizon is limited to the recent past. Raadschelders demonstrates that public administration has in fact a long-standing tradition, both in practice and in writing; administration has been an issue ever since human beings recognized the need to organize themselves in order to organize the environment in which they lived. This history, in turn, underlines the need for administrators to be aware of the importance and contemporary impact of past decisions and old traditions. In seeking to go beyond the usual problem-solving and future-oriented studies of public administration, this volume adds greatly to the cognitive richness of this field of research. Indeed, the search for theoretical generalizations will profit from an approach that unravels long-term trends in the development of administration and government. "Raadschelders approaches public administration history from a dual perspective, as trained historian and professor of public administration.... The volume is appropriately called a æhandbook' in view of its methodical listing of the literature on administrative history, together with summaries of numerous authors' principal theories. The second chapter is an essay on sources in the field, including an extended bibliography.... These parts of the book alone make it useful to scholars in the field.... Raadschelders is helpful in other ways as well. The third and fourth chapters offer a highly sophisticated discussion of methodological problems encountered in writing administrative history, including the issue of perceiving æstages.' Other chapters discuss leading substantive issues such as the development of bureaucracy and citizenship. The author combines his own history-telling with more bibliographic commentary. Raadschelders presents his own overarching theory on the development of government, built around the thesis that centuries of state-making dedicated protecting territory were eventually balanced by a period of nation-building that served the people. This attempt at grand synthesis is admirable but less valuable than his remarkable success in reviewing the field's enormous range of complexity, and variety of viewpoints. This is the most important work appear on the subject since E.N. Gladden's two-volume History of Public Administration (1972). --C.T. Goodsell, Choice Jos C.N. Diverse driving forces, processes and actors are responsible for different trends in the development of megacities and large urban areas. Under the dynamics of global change, megacities are themselves changing: On the one hand they are prone to increasing socio-economic vulnerability due to pronounced poverty, socio-spatial and political fragmentation, sometimes with extreme forms of segregation, disparities and conflicts. On the other hand megacities offer positive potential for global transformation, e.g. minimisation of space consumption, highly effective use of resources, efficient disaster prevention and health care options – if good strategies were developed. At present in many megacities and urban areas of the developing world and the emerging economies the quality of life is eroding. Most of the megacities have grown to unprecedented size, and the pace of urbanisation has far exceeded the growth of the necessary infrastructure and services. As a result, an increasing number of urban dwellers are left without access to basic amenities like clean drinking water, fresh air and safe food. Additionally, social inequalities lead to subsequent and significant intra-urban health inequalities and unbalanced disease burdens that can trigger conflict and violence between subpopulations. The guiding idea of our book lies in a multi- and interdisciplinary approach to the complex topic of megacities and urban health that can only be adequately understood when different disciplines share their knowledge and methodological tools to work together. We hope that the book will allow readers to deepen their understanding of the complex dynamics of urban and megacity populations through the lens of public health, geographical and other research perspectives.
