In A Community of Europeans?, a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication.Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy?This focus on identity allows Risse to address the "democratic deficit" of the EU, the disparity between the level of decision making over increasingly relevant issues for peoples' lives (at the EU) and the level where politics plays itself out—in the member states. He argues that the EU's democratic deficit can only be tackled through politicization and that "debating Europe" might prove the only way to defend modern and cosmopolitan Europe against the increasingly forceful voices of Euroskepticism.

How do political parties affect foreign policy? This book answers this question by exploring the role of party politics as source of foreign policy change in liberal democracies. The book shifts the focus from individual political parties to party systems as the context in which parties’ ideologies receive precise content and their preferences are formed. The central claim is that foreign policy change arises from within transformed discursive contexts of party competition, when a new language of politics that constitutes anew parties’ self-understanding of what they stand for and compete over emerges in a party system. By comparing cases of contested foreign policy change, the book shows how such transformations in party competition determine whether and when international pressures on a state will translate into decisions to institute foreign policy change and what degree of change will be ultimately implemented. This book contributes to the debate on what Europe means by demonstrating the complexities and contradictions inherent in the concept. They are seen most clearly when Europe is viewed from a long historical perspective. During the closing decades of the twentieth century Europe emerged as one of the main points of reference in both the cultural and the political constructs of the global community. An obsession with the concept of European identity is readily discernible. This process of identity construction provokes critical questions which the book aims to address. At the same time the book explores the opportunities offered by the concept of Europe to see how it may be used in the construction of the future. The approach is one of both deconstruction and reconstruction. The issue of Europe is closely related in the book to more general issues concerning the cultural construction of community. The book should therefore be seen as the companion of Myth and Memory in the Construction of Community, which is also published by PIE-Peter Lang in the series Multiple Europes. The book appears within the framework of a research project on the cultural construction of community in modernisation processes in comparison. This project is a joint enterprise of the European University Institute in Florence and the Humboldt University in Berlin sponsored by the Bank of Sweden Tercentenary Fund.
