Vila Brasil has maneuvered this power to become one of the best served favelas in the region--for the moment, at least. Vidigal, on the other hand, steadfastly refuses to support candidates who campaign on boasts or promises alone. Vote-selling, or buying, is not permitted. To do well in Vidigal, a politician must talk not only about providing electricity and water in the favela, but also about wages, education, and health care over the longer term. In analyzing the favela's different responses to the popular movement that confronted the military in Rio de Janeiro in the late 1970s and early 1980s, the author makes a significant contribution to literature about relationships among urban poor, political elites, and the state.

Janice Perlman wrote the first in-depth account of life in the favelas, a book hailed as one of the most important works in global urban studies in the last 30 years. Re-interviewing many longtime favela residents whom she had first met in 1969--as well as their children and grandchildren--Perlman offers the only long-term perspective available on the favelados as they struggle for a better life. Beginning in the late 1970s, activists from the favelas of Rio de Janeiro challenged the conditions—such as limited access to security, sanitation, public education, and formal employment—that separated favela residents from Rio's other citizens. The activists built a movement that helped to push the nation toward redemocratization. They joined with political allies in an effort to institute an ambitious slate of municipal reforms. Those measures ultimately fell short of aspirations, and soon the reformers were struggling to hold together a fraying coalition. Rio was bankrupted by natural disasters and hyperinflation and ravaged by drug wars. Well-armed drug traffickers had become the new lords of the favelas, protecting their turf through violence and patronage. By the early 1990s, the promise of the favela residents' mobilization of the late 1970s and early 1980s seemed out of reach. Yet the aspirations that fueled that mobilization have endured, and its legacy continues to shape favela politics in Rio de Janeiro.

As a history of family life in the squatter settlements of Rio de Janeiro from the 1940s to the 1960s, this study shatters the myth of household disorganization said to be the norm among the urban poor. Using quantitative evidence, field reports by social workers, newspaper accounts, and the recollections of the squatters themselves, the study dissects household structure, economic activity, living standards, and political participation among the one million favelados (squatters) living in Rio by 1960, singling out three favelas for comparative analysis. Favelados prized family life, and most succeeded in holding their households together against daunting odds. Shantytowns provided residence close to the workplace, and some were erected literally in the shadow of the construction projects where the squatters worked. Indeed, the location and economic activity of the surrounding neighborhood largely determined the ability of the favela to survive. As squatters became an important part of the city work force, they mobilized to put pressure on the authorities to provide collective services like water and electricity.
