Performance management as part of human resources management is subject to scholarly interest since many decades. Historically, scholars were interested in finding adequate measures and scales, diminishing biases in the feedback and examining tools and techniques for effective feedback. This paper however, poses the question of what makes feedback effective or what is part of a high-quality feedback? Therefore, a comprehensive literature review was conducted to examine the current state of the literature on performance management and especially, feedback quality. As a result of the literature review, a framework for categorizing so called determinants of high-quality feedback is suggested which consists of the following major quality determinants: (1) the organization, (2) the feedback process, (3) the rater, (4) the input-gathering process, (5), the content, (6) the timing, (7) the ratee, (8) post-process elements.
