One of the hallmarks of American democracy is the right to vote. In fact, the freedom to vote is so ingrained in American culture that it is taken for granted. Each election shows increasingly decreasing voter turnout and a decline in eligible voters registering. This can be partially attributed to a general antipathy toward the political process and partisan debates. However, there is no legitimate excuse for not availing oneself of the precious freedom to cast a ballot and have a say in the direction of the nation. With the increasing attention given to autocratic regimes across the globe and the restrictions placed on individual freedoms, it is amazing that the right to vote is not more appreciated. This is not to say that the American system is perfect. The 2000 presidential election drew unwanted attention on the inefficiencies and problems inherent in the system, leading to nation-wide cries to rectify the election process. The book analyses the issues around voter registration by looking at voter turnout over the elections of the second half of the 20th century. In our poll-driven age, political attitude surveys have become something of an academic industry. Researchers have proposed numerous models to explain the relationship between a particular issue and voter behavior, but there is no consensus on which approaches work best. Issue Voting offers a welcome overview of the various models in use today, their strengths and their shortcomings. In the early days of democracy, issues played a leading role in shaping American and Western European party systems. Liberal parties were formed explicitly to combat privilege, conservative parties to defend the military or the monarchy, socialist parties to champion unions, agrarian parties to campaign for the redistribution of land. By the time the first election studies came out in the 1940s, however, issue voting was of minor importance. Instead, the vote of the ordinary citizen reflected group norms - class, ethnic, religious and geographical norms - and the main factor in voting behavior was party identification, followed by candidate identification. In the early 1970s, evidence emerged of a surge in issue voting, and since then, political writers have proposed many models to describe its mechanisms. Yet their suggestions tend to be found in either professional articles that focus on some isolated aspect of issue voting, or single-election studies, a chapter of which sets forth some ad hoc model for the occasion. This volume provides a sorely needed overview of the approaches available. Ole Borre shows how the different models highlight consistency, position and issue distance, salience, valence issues and performance. He keeps the statistics simple, illustrating the various approaches with recent British and Danish election data and favoring linear regression whenever possible. Issue Voting will be invaluable to political scientists and modern historians trying to make sense of this quintessential democratic phenomenon.

This book systematically maps the evolution of the party–voter nexus of the United National Party (UNP) and Sri Lanka Freedom Party (SLFP). In doing so, it argues that these parties rely mostly on a complex Web of patronage-based networks to mobilise electorates. They employ informal and highly dynamic, loosely knit networks as their organisational structures at the local level. They mainly focus on mobilising voters through local political actors rather than maintaining clear party bases and membership schemes. The study highlights the salience of personalities at the national as well as local levels in forming electoral support for the parties. These individuals exploit their economic, social, and cultural capital to mobilise the most efficient network that would strengthen their party during elections. The study also analyses the emergence of two new coalition centres from within these traditional parties, the Sri Lanka Podujana Peramuna (SLPP) and Samagi Jana Balawegaya (SJB), and argues that these parties, though portraying themselves as new, have in fact retained the overall logic of the party–voter nexus by appropriating the organisational schemes and structures of their predecessors.

We construct an equilibrium model of party competition, in which parties are especially concerned with their core and swing voters, concerns which American political scientists have focused upon in their attempts to understand party behavior in general elections.Parties compete on a large policy space of possible income-tax policies. An element in this infinite-dimensional space is a function which maps pre-fisc income into post-fisc income. The only restrictions are that the function be continuous, and satisfy exogenously specified upper and lower bounds on its derivative, where it is differentiable. Only a fraction of each voter type will vote for each party, perhaps because of issues not modeled here or voter misperceptions of policies. Each party's policy makers comprise two factions, one concerned with maximizing the welfare of its constituency, or its core, the other with winning over swing voters. An equilibrium is a pair of parties (endogenously determined), and a pair of policies, one for each party, in which neither party can deviate to another policy which will be assented to by both its core and swing factions. Formally, this is a Nash equilibrium where each party possesses only a quasi-order over the policy space. We fully characterize the equilibria. There are many. In a specially important case, each party proposes a piece-wise linear tax schedule, and these schedules coincide for a possibly large interval of middle-income voters, while the 'left' party gives more to the poor and the 'right' party more to the rich.An empirical section uses the data of Piketty and Saez on taxation in the US during the twentieth century to assess the model's predictions. We argue that the model is roughly confirmed.
