The Early Warning Early Action (EWEA) Report on Food Security and Agriculture is developed by the Food and Agriculture Organization of the United Nations (FAO). It provides a quarterly forward-looking analysis of major disaster risks to food security and agriculture, specifically highlighting: - potential new emergencies resulting from imminent disaster threats - new developments in countries already affected by protracted crises which are likely to cause a further deterioration of food insecurity This report is part of FAO’s efforts to systematically link early warnings to anticipatory actions. By providing specific early action recommendations for each country, the report aims to prompt FAO and partners to proactively mitigate and/or prevent disasters before they start to adversely impact food security. In order of intensity, for the period April to June 2020, the high risk section includes: COVID-19 global outbreak Desert locust crisis Yemen Burkina Faso, Mali and the Niger Syrian Arab Republic Ethiopia

The World Food Summit, held in Rome in November 1996, recognised the urgent need for better information. As a result the FIVIMS (Food Insecurity and Vulnerability Information and Mapping System) initiative was launched, as a co-operative venture, to assist countries and the international community to identify the "who, where and why" of food insecurity. Even before the Summit, many countries had established approaches for this purpose based on multidisciplinary networks, at national and local levels. One of these approaches, developed first in French-speaking Africa, is the FSIEWS method (Food Security Information and Early Warning System) proposed in this handbook as one of the tools available to those engaged in the fight against hunger. This contribution to the FIVIMS initiative is addressed to the national technical officers at central and decentralised level, as well as to their collaborators from the technical assistance community.

Hundreds of millions of people still suffer from chronic hunger and food insecurity despite sufficient levels of global food production. The poor's inability to afford adequate diets remains the biggest constraint to solving hunger, but the dynamics of global food insecurity are complex and demand analysis that extends beyond the traditional domains of economics and agriculture. How do the policies used to promote food security in one country affect nutrition, food access, natural resources, and national security in other countries? How do the priorities and challenges of achieving food security change over time as countries develop economically? The Evolving Sphere of Food Security seeks to answer these two important questions and others by exploring the interconnections of food security to security of many kinds: energy, water, health, climate, the environment, and national security. Through personal stories of research in the field and policy advising at local and global scales, a multidisciplinary group of scholars provide readers with a real-world sense of the opportunities and challenges involved in alleviating food insecurity. In sub-Saharan Africa, for example, management of HIV/AIDS, the establishment of an equitable system of land property rights, and investment in solar-powered irrigation play an important role in improving food security---particularly in the face of global climate change. Meanwhile, food price spikes associated with the United States' biofuels policy continue to have spillover effects on the world's rural poor with implications for stability and national security. The Evolving Sphere of Food Security traces four key areas of the food security field: 1) the political economy of food and agriculture; 2) challenges for the poorest billion; 3) agriculture's dependence on resources and the environment; and 4) food in a national and international security context. The Russian Federation experienced a fall in GDP per capita of nearly 50 per cent during the 1990s, and following the sudden fall in value of the rouble in 1998, international concerns grew over to the rising level of food insecurity and poverty in the country. This report acts as a baseline for the Food and Nutrition Security Resilience Programme (FNS-REPRO) of the Food and Agriculture Organization of the United Nations (FAO), a four-year programme of USD 28 million funded by the Government of the Netherlands. This programme contributes directly to the operationalization of the United Nations Security Council Resolution 2417 by addressing the “cause-effect” relationship between conflict and food insecurity in Somaliland, the Sudan (Darfur) and South Sudan. The programme, which became operational in October 2019, is designed to foster peace and food security at scale through a multi-year livelihood- and resilience-based approach. The FNS-REPRO component in Somaliland focuses on developing the feed and fodder value chain, through a food systems approach. The purpose of the study is to collect baseline values for identified project indicators, which will be tracked over time and used to establish the impact of the project. In addition, it identifies and documents lessons learned that will facilitate the continuous realignment of the current project’s theory of change and assist in defining and designing similar future food security projects in Somaliland as well as in other parts of the world with similar contexts. The baseline study was structured around the project indicators that can be measured at household level as well as indicators that will be used to estimate household resilience capacity. Estimation of the household resilience capacity is done using the FAO RIMA-II tool. Overall, the study employed a panel design with both intervention and comparison households. The current baseline survey focused on Sool and Sanaag regions. Data was collected from a total of 1 026 households, 816 treatment households and 210 control households. The survey was conducted in two phases – in the first phase data were collected from 655 households in February 2020, while in the second phase an additional 371 households were surveyed in October 2020.

This year’s report should dispel any lingering doubts that the world is moving backwards in its efforts to end hunger, food insecurity and malnutrition in all its forms. We are now only eight years away from 2030, but the distance to reach many of the SDG 2 targets is growing wider each year. There are indeed efforts to make progress towards SDG 2, yet they are proving insufficient in the face of a more challenging and uncertain context. The intensification of the major drivers behind recent food insecurity and malnutrition trends (i.e. conflict, climate extremes and economic shocks) combined with the high cost of nutritious foods and growing inequalities will continue to challenge food security and nutrition. This will be the case until agrifood systems are transformed, become more resilient and are delivering lower cost nutritious foods and affordable healthy diets for all, sustainably and inclusively.
