This book intends to make sense of how Chinese leaders perceive China’s rise in the world through the eyes of China’s international relations (IR) scholars. Drawing on a unique, four-year opinion survey of these scholars at the annual conference of the Chinese Community of Political Science and International Studies (CCPSIS) in Beijing from 2014–2017, the authors examine Chinese IR scholars’ perceptions of and views on key issues related to China’s power, its relationship with the United States and other major countries, and China’s position in the international system and track their changes over time. Furthermore, the authors complement the surveys with a textual analysis of the academic publications in China’s top five IR journals. By comparing and contrasting the opinion surveys and textual analyses, this book sheds new light on how Chinese IR scholars view the world as well as how they might influence China’s foreign policy.

China has become the world's second biggest economy and its largest exporter. Is there any truth to this idea? Or is this just scaremongering by Western commentators who have little interest in a balanced presentation of China's role in the global political economy? In this short book Peter Nolan - one of the leading international experts on China and the global economy - probes behind the media rhetoric and shows that the idea that China is buying the world is a myth. Since the 1970s the global business revolution has resulted in an unprecedented degree of industrial concentration. Giant firms from high income countries with leading technologies and brands have greatly increased their investments in developing countries, with China at the forefront. Multinational companies account for over two-thirds of China's high technology output and over ninety percent of its high technology exports. Global firms are deep inside the Chinese business system and are pressing China hard to be permitted to increase their presence without restraints. By contrast, Chinese firms have a negligible presence in the high-income countries - in other words, we are ‘inside them' but they are not yet ‘inside us'. China's 70-odd ‘national champion' firms are protected by the government through state ownership and other support measures. They are in industries such as banking, metals, mining, oil, power, construction, transport, and telecommunications, which tend to make use of high technology products rather than produce these products themselves. Their growth has been based on the rapidly growing home market. China has been unsuccessful so far in its efforts to nurture a group of globally competitive firms with leading global technologies and brands. Whether it will be successful in the future is an open question. This balanced analysis replaces rhetoric with evidence and argument. Confucius Institutes, the language and culture programs funded by the Chinese government, have been established in more than 1,500 schools worldwide since their debut in 2004. A centerpiece of China’s soft power policy, they represent an effort to smooth China’s path to superpower status by enhancing its global appeal. Yet Confucius Institutes have given rise to voluble and contentious public debate in host countries, where they have been both welcomed as a source of educational funding and feared as spy outposts, neocolonial incursions, and obstructions to academic freedom. China in the World turns an anthropological lens on this most visible, ubiquitous, and controversial globalization project in an effort to provide fresh insight into China’s shifting place in the world. Author Jennifer Hubbert takes the study of soft power policy into the classroom, offering an anthropological intervention into a subject that has been dominated by the methods and analyses of international relations and political science. She argues that concerns about Confucius Institutes reflect broader debates over globalization and modernity and ultimately about a changing global order. Examining the production of soft power policy in situ allows us to move beyond program intentions to see how Confucius Institutes are actually understood and experienced in day-to-day classroom interactions.
