This book reconsiders the power of the idea of the future. Bringing together perspectives from cultural history, environmental history, political history and the history of science, it investigates how the future became a specific field of action in liberal democratic, state socialist and post-colonial regimes after the Second World War. It highlights the emergence of new forms of predictive scientific expertise in this period, and shows how such forms of expertise interacted with political systems of the Cold War world order, as the future became the prism for dealing with post-industrialisation, technoscientific progress, changing social values, Cold War tensions and an emerging Third World. A forgotten problem of cultural history, the future re-emerges in this volume as a fundamentally contested field in which forms of control and central forms of resistance met, as different actors set out to colonise and control and others to liberate. The individual studies of this book show how the West European, African, Romanian and Czechoslovak "long term" was constructed through forms of expertise, computer simulations and models, and they reveal how such constructions both opened up new realities but also imposed limits on possible futures.

This edited volume promotes a comparative and transnational approach to the complex and ambiguous relationship between West European socialism and the contemporary state over the longue durée. It encourages a better understanding of socialism while also casting an original light on the history of the contemporary state in Europe. Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Conversely, the future of states will also depend partly on the choices made by socialists, if they still exist and still have the means to shape decisions and make their voices heard.

Excerpt from The New Socialism: An Impartial Inquiry The present book occupies, so far as I am aware, new ground among English books on Socialism. The larger historical books on the subject stop short of recent years, and leave unchronicled much Socialist thought and action of the utmost importance. My aim has been to give as briefly and fairly as possible an account of the Socialist movement over the world during the last ten years. Like everything else, Socialism has undergone a process of change, and must be studied in the works of its latest authorities. Extreme utterances of individuals have been largely disregarded. In such a movement as Socialism much exaggeration was inevitable. But Socialism has its great thinkers and students, men as candid, as thoughtful, and as earnest as any to be found in other camps. These thinkers are constructive as well as destructive. They are not afraid to acknowledge the immense difficulties that have to be conquered ere the goal is reached, and they have taken them up in earnest, admitting in many cases that they are not yet completely solved. That Socialism is a movement full of mighty import to mankind, and that the questions which it raises may at any moment present themselves in their most practical form, is now obvious to all. It is only by understanding what Socialists ask for, and why they ask it, by studying their views and arguments in their best, most considered and most impressive form that any fruitful discussion can be carried on. It is in this spirit that I have endeavoured to set forth the main points in the recent literature of Socialism. The chief books published on the Continent as well as the English literature of the subject have been thoroughly examined, and every effort has been made to secure a just and accurate account of the main issues. The periodical literature of Socialism has also been investigated to the best of my ability. It is so extensive that an absolutely complete knowledge is unattainable, but I hope that few important omissions will be found.
