This paper assesses the dynamic pass-through of crude oil price shocks to retail fuel prices using a novel database on monthly retail fuel prices for 162 countries. The impulse response functions suggest that on average, a one cent increase in crude oil prices per liter translates into a 1.2 cent increase in the retail gasoline price at peak level six months after the shock. However, the estimates vary significantly across country groups, ranging from about 0.5 cent in MENA countries to two cents in advanced economies. The results also show that positive oil price shocks have a larger impact than negative price shocks on the retail gasoline price. Finally, the paper underscores the importance of the new dataset in refining estimates of the fiscal cost of incomplete pass-through.

Drawing on literature, film, and scientific treatises--most produced long before "climate change" was in circulation--Fuel argues for a distinction between energy (a system of power) and fuel (a substance, which can be thought of as "potentiality") as it endeavors to undo the dream that we can simply switch to renewables and all will be golden. From "Air" to "Zyklon B," entries in this unusual "dictionary" include Algae, Clathrates, Dilithium, Fleece, Goats, Theology, Whale Oil, and many, many more. The tone of the entries ranges as widely as the topics: from historical anecdotes (the Ford Fiesta "boozemobile") to eccentric readings of the classics of "energy lit" (Germinal and Oil!); from literary observations (a high octane Odyssey?) to excursions into literary theory. The dictionary draws from an eccentric canon, including works by Jules Verne, George Eliot's Silas Marner, Paolo Bacigalupi's Windup Girl, and the Tom Cruise vehicle Oblivion, among others. A message from this ambitious project is that energy can be understood as a heterogeneous set of self-mystifying systems or machines that block access to thought as they fascinate us. Fuels emerge as more primal elements that the audience can grasp at various points along the way to consumption/combustion. This dictionary can help scramble our thinking about fuel--not in order to demonize energy and not in order to create a new hierarchy in which certain renewables take over from fossil fuels but instead to open up potential ways of interacting with real and imaginary substances, by wrenching them out of narrative and placing them into an idiosyncratic dictionary to be applied by readers into new narratives.

In September of 1981, a world conference on alternative fuels enti tled "Methane - Fuel for the Future" was held at Delta I s River Inn in Vancouver, British Columbia. Approximately 500 registrants from over a dozen countries attended the two day meeting. There were 20 invited papers which form the basis of this volume. The conference itself was inspired by the "energy crisis". This crisis was not seen in terms of any real shortage of oil in the -near term, although an end to conventional oil could be seen on the horizon. Rather, it was perceived as an artificial crisis, precipitated by OPEC, but one which required urgent and effective solutions. Not everyone will agree that urgent action is required to meet the "energy crisis". Indeed, as this volume goes to press, the media are advising that a global glut of oil exists and that price reductions will inevitably ensue. The OPEC production rate has slipped from 31 million barrels a day shortly before the 1973 oil embargo, to a current rate of less than 20 million barrels a day. The non-Communist world now depends upon OPEC for less than half of its oil requirements versus 70 per cent only a decade ago.

Many developing and emerging countries do not fully pass-through increases in international fuel prices to domestic retail prices, with adverse consequences for fuel tax revenues and tax volatility. The adoption of an automatic fuel pricing mechanism can help to address this problem, and the incorporation of a price smoothing mechanism can ensure pass-through over the medium term but also avoid sharp increases (and decreases) in domestic prices. This technical note addresses the following issues: (i) the design of an automatic fuel pricing mechanism; (ii) the incorporation of domestic price smoothing and resulting tradeoffs; (iii) the transition from ad hoc pricing adjustments to an automatic mechanism; and (iv) policies to support this transition and the maintenance of an automatic mechanism.
